REGULAR BOARD MEETING MINUTES
Meeting Held at Elmwood Village Hall
The Village Board of Trustees met in regular session on Wednesday, November 3, 2021. Chairperson Miki Bruns called the meeting to order at 7:00 pm. Bruns stated that a current copy of the Nebraska Open Meetings Act was posted.
Roll Call was answered by Jared Blunt, Becky Kicak & Miki Bruns. Absent: Pat Wray & Renee Holland

Discussion/Action Conditional Use Permit – 225 East D Street- Vince Anderson
Bruns stated that Planning and Zoning recommended that the Conditional Use Permit be approved. Bruns told Vince that the permit is only good for 1 year and will have to apply every year going forward. Motion by Kicak to approve the recommendation from Planning and Zoning to pass the Conditional Use Permit for Home Occupation at 225 East D Street, second by Blunt. RCV: YES: Approved 3-0

Discussion/Action Approval of 2022 Ulmer Construction Car Show on July 30,2022 – Tracey & Blake
Bruns told Blake and Tracey that they will need to contact the Liquor Commission regarding them getting a “Special Designated Liquor License” for the car show. Kicak said she received complaints from business owners on main street and said that with the closing of main Street it hurt their business. Kicak said she would like to see more community involvement with this event.
TABLED – November 17th meeting so board members can hear any complaints or concerns from the public regarding the Car show.
Discussion/Action Tree Bid for 324 East D Street
TABLED – Jeff will get a new tree bid.
Discussion/Action Update on Mandatory Water Restrictions
Ed notified the Board and Moriah on 11/1/2021 that the Mandatory Water Restrictions can be cancelled. Moriah took care of posting Notices at the Village office, Gas Station and Post office and sent out an alert text message letting the Village know of the change.
Discussion/Action Complaint on time that Jeff is reading meters
Bruns let the board know about the complaints that were emailed to Moriah. Jeff was stopping by a couple houses later in the evening to read meters and inform another about a tree removal. Bruns told Jeff that he doesn’t need to be stopping at anyone’s house past 4:30 unless it is an absolute emergency. Jeff is to contact the Elmwood resident with the dog in the yard to install a new meter at their house so that he doesn’t have to enter the back yard to manually get a meter read.
Discussion/Action Changing of village meetings to 1 per month
Moriah gathered information from surrounding communities to see when they meet. A majority of the surrounding villages with similar populations meet 1 time a month. Blunt said he doesn’t see any issue with moving to 1 meeting a month. Motion by Kicak to approve meeting 1 time a month on the 1st Wednesday of the month which will take effect on January 1,2022 and thereafter, second by Blunt. RCV: YES: Approved 3-0
**Notice: If anyone would ever like to add anything to the agenda it needs to happen on or before Tuesday prior to the Wednesday meeting. Moriah finalizes the agenda the day before the meeting which is Tuesdays at noon.
Discussion/Action Change of board pay
Moriah gathered information from surrounding village/cities with a population size like Elmwood. Bruns stated that they are the worst paid board in the state of Nebraska. Bruns asked Moriah to check the budget to see if the budget would allow for the increase in board pay. Blunt said to take into consideration that the 1-month meetings would take a little longer. Motion by Blunt to increase the pay per meeting from $10 to Chairperson $90/meeting, Board $80/meeting and for Special meetings pay it would be Chairperson $45/meeting, Board $40/meeting starting January 1, 2022, second by Kicak. RCV: YES: Approved 3-0

Park: No Report
Streets: NE Diggers owes us 16tons of rock that the Village has paid for already. Jeff will use some of that rock to place on B street to help with erosion.
Water: Jeff will ask Core & Main if we need to close the office for software training with converting over to Radio meter reads. Bruns told Jeff again that meter reads need to be done in a timely manner before the end of the month, so Moriah isn’t in a last-minute scramble with getting meter reads entered and bills mailed out. Bruns told Jeff that she doesn’t want to have to address this issue again. Last year we had a new booster pump put in and budgeted for another pump so Ed will get that ordered.
Sewer: Moriah was contacted by Robert Marsh regarding his sewer max charge on his water/sewer bill. They haven’t lived here long enough for our system to gather a sewer max, but the board agreed to average the sewer max on the past 4 months sewer usage for his October bill. Motion by Kicak to approve averaging the last 4 months sewer usage to get an average sewer max for his October 2021 bill, second by Blunt. RCV: YES: Approved 3-0
