Board of Trustees Public Hearing
July 13, 2016
The Village of Elmwood Board of Trustees met in Public Hearing Session with Trustees Allgayer, Anderson, Wray, and Krass present with Chairperson Wilhelm presiding. The meeting was called to order at 7:00 p.m. Chairperson Wilhelm declared the “Open Meeting Act” posted. All signed the “Notice of Acknowledgement of Meeting”. Visitors present included Ryan Anderson, Tom Huston, Heather Carver, Eric Beiermann, Craig Schultz, Ben Kastens, Teresa Stubbendeck, Conway McCormick, and Karla Stander.
Trustee Allgayer “will exclude himself from any discussion or voting pertaining to the RUTALKN development.”
Unfinished Business: Chairperson Wilhelm declared the Public Hearing open for comments on the second reading (by title only) of Ordinance No. 2016-010 – Increasing the corporate limits by the annexation of a land tract southwest of the current village limits, Area #1; Ordinance No. 2016-011 – Increasing the corporate limits by the annexation of a land tract southwet of the current village limits, Area #2; Ordinance No. 2016-012 – Amend official zoning district map from transitional ag to R1 designation, Area #1; Ordinance No. 2016-013 – Amend official zoning district map from transitional ag to R1 designation, Area #2. No public comment.
New Business: The subdivision preliminary plat map was presented by Eric Beiermann of Olsson Associates. Motion by Wray to grant the request for waivers to the subdivision ordinance, subject to JEO Consulting Group review; second by Krass. RCV: Yes: Anderson, Krass, Wray, Wilhelm; No: None. Abstain: Allgayer. Motion approved. Motion by Krass to accept the preliminary plat subject to JEO Consulting Group approval; second by Anderson. RCV: Yes: Krass, Wilhelm, Anderson, Wray; No: None. Abstain: Allgayer. Motion approved. Motion by Wray to amend the current ordinance of “a 45-day process” to have preliminary plat approval by July 27, 2016. RCV: Yes: Wray, Krass, Anderson, Wilhelm; No: None. Abstain: Allgayer. Motion approved.
There being no further business, the meeting was adjourned at 8:04 p.m.
