Board of Trustees Regular Meeting – April 17, 2013
The Village of Elmwood Board of Trustees met in regular session with Trustees Ronhovde, Clements, Wilhelm and Chairman Ernst presiding. Vice Chairman Allgayer was absent. Call to Order at 7:00 p.m. All signed the “Notice of Acknowledgement of Meeting”.
Chairman Ernst declared the Open Meeting Act Posted. Deanna Sporhase, Pat Beckmann, Diann Stille, Richard Clements, Jim Nelson, Greg Meyer and Ed Blunt were in attendance. Minutes from the April 3, 2013 meeting were presented and approved.
Street: Blunt reported receipt of alley rock as per requested and more needed in the future. Blunt will get bids on patching, etc.
Planning Commission: Allgayer will contact someone at the State for approval of making a plan for striping. No parking and private drive signs to be included.
Library: There is a light out at the library and a ceiling panel down. The library outside area needs to be mowed and fertilized. Blunt will see to these items.
Park: OPPD will be coming to look at moving lines. The park will need mowed soon.
Claims: Payroll: $1,384.57. Federal Withholding $981.72, Midwest Farmers Co-op $554.64, Ak-sar-ben $1,455.00, Meeske Ace Hardware $49.68, OPPD $470.04, D.R. Ortlieb $1,528.90, Midwest Laboratories, Inc. $90.54, Meeske Auto Parts $262.90, Randy Bornemeier $1,200.00, Rice’s Auto Repair $65.00, Columbus Telegram $116.48, HD Supply Waterworks $135.30. Motion by Clements to approve the claims as presented, 2nd by Wilhelm. RCV: Aye: Clements, Ronhovde, Wilhelm and Ernst. Nay: None. Absent: Allgayer
Vice Chairman Allgayer entered the meeting at 7:40 PM
Old Business: Allgayer will speak with NRD about placing a compost pile for leaves, grass, garden waste, etc. near trail. Application deadline for the clerk position and summer position is April 26, 2013.
New Business: Discussion of franchise fees. Allgayer will contact auditors to inquire on the cost to walk the board through obtaining franchise fees. Discussion regarding community garage sales scheduled for June 8, 2013. Community “Clean-up Day” has been scheduled for June 15, 2013.
Kennel Permit: John and Cara Furgerson: Motion by Wilhelm to approve kennel permit application. 2nd by Allgayer. Aye: All. Nay: None. Kennel Permit Application approved.
Nuisance ordinance and letter will be drafted and sent to four properties. A junk car ordinance will be drafted.
With no further business the meeting adjourned at 8:44 p.m.
