The Village Board of Trustees met in regular session on Wednesday, August 12, 2026.
Chairperson, Renee Holland, called the meeting to order at 7:00 pm. Holland stated that a current copy of the Nebraska Open Meetings Act was posted.

Elmwood History Day
Bonnie Brewer present to speak about Elmwood History Day. It is scheduled for Sunday, September 13th, 2026. Brewer presented a proclamation for the board to proclaim this day “Elmwood History Day”. Kicak read the declaration in full. Scott moved to approve the proclamation, Greise seconded the motion, RCV: 5-0 ayes. Motion carried. Brewer also presented the winner of the flag contest, Kellan Nielsen. The unveiling of the flag will happen at noon on Sunday 9/13 at 12 noon. Brewer asked if there is anything the board would like to help with and suggested handing out waters at the park. She also shared a flyer for a gravel ride that is coming through town on 8/22 that will include between 1000-1500 riders. She notes that the security system at the office building is being updated with new fobs and cameras as well.
26-27 Proposed Library Budget review
Anne Pope and Missy Meyer here to present the library’s proposed 26-27 budget. Michael Hoback notes that the salary and income tax sections seem to be low and will need to increase by $2500. The increase in the library budget this year includes all new lighting at the library. There was not much grant funding this year due to state budget restrictions. Pope notes that she had to close registration this year for summer reading! Greise moved to approve the library budget for 26-27 for $48,886 including the $2500 increase for salary and payroll taxes. Kicak seconded the motion. RCV: 5-0 ayes, motion carried.
Budget workshop with Michael Hoback
Michael Hoback here to review our 26-27 budget summary. He notes that the village has great cash reserves in General and Streets fund. We have not raised our tax levy in 3 years now, and there will be no increase this year. Reviewed each budget per fund and allocated funds to different funds so we can complete projects in the coming year, including resurfacing of streets, basketball court, sidewalks and purchasing of equipment. No action.
Minutes from the 60% water meeting with JEO
The board reviewed the minutes from the meeting. No action.
Pre-procurement bid for High Service pumps at the water plant
We received one bid for the high service pumps from Bert Gurney & Associates. Scott moved to approve the bid for (2) high service pumps for a total of $57,475, Kicak seconded the motion. RCV: 5-0 ayes, motion carried.
Pump inspection and rotary lobe pump repair at sewer plant
The board reviewed the bids for the work that needs to be done at the sewer plant with the pumps. Greise moved to approve the proposal from HTM to not exceed $2,140, Euse seconded the motion. RCV: 5-0 ayes, motion carried.
Mulch at the park and mini-park
The board reviewed bids for mulch. Kicak moved to approve the bid from Hughes Tree Service for ADA approved mulch for $4500, Scott seconded the motion. RCV: 5-0 ayes, motion carried.
Bids for tree work at the park
There are several trees in the park that are in need of attention. There were 4 different companies that came out to give bids. Kicak moved to approve Hughes Tree Service to remove the hackberry tree on the south west corner of the park and clean up/prune the black walnut near the basketball court as soon as possible for a total of $4935. The remaining trees to be removed/pruned/treated as time allows by S&S Tree Service for a total of #11,950. Scott seconded the motion. RCV: 5-0 ayes, motion carried.
Schedule Fall Clean up day
This will be for yard waste/brush only. Scheduled for Saturday, November 7th from 9am-1pm

Sewer: jet pump #3 making noise, delivered 1 of our 24 hour composite machines to Teledyne for inspection. Manhole clean out /search and locate with NE Rural Water, waiting for bid from Lovell for accessing them. Johnson will be here week of 17th to work on north clarifier
Planning/Zoning: meeting minutes from 6/28 with recommendations for permit applications
Correspondence: Updates to the Open Meetings Act notice from Nebraska County Officials.
