Meeting Held at Elmwood City Hall
The Village Board of Trustees met in regular session on Wednesday, June 3, 2026.
Chairperson, Renee Holland, called the meeting to order at 7:00 pm. Holland stated that a current copy of the Nebraska Open Meetings Act was posted.

Dog Attack Complaint form
Complaint received by Mr. Jones at 120 N 2nd Street. Mr. Jones states that on May 14th, 2026, his dog was attacked by a grey husky that lives at 314 N 1st Street. Mr. Jones’ dog had to have surgery resulting from the attack. He is concerned that the village is no longer requiring pet licensing. Jena Mahin from Solheim Law Firm spoke to the village responsibility following a dog attack. The village is responsible for designating the dog either potentially viscous or viscous according to the village code. Mr. Bykerk the owner of the husky has received a designation letter as potentially viscous. Mr. Jones states that he has not been able to collect any vaccine documents from the owner and the deputy who responded to the call did not impound the dog when Mr. Bykerk could not provide the documents. Mr. Jones stated that during his conversation with the county attorney, the attorney stated that the deputy made a mistake by not impounding the dog. Mr. Jones was very concerned by the lack of training at the sheriff’s office and notes that the village should have communicated with the county when we decided to remove licensing requirements. Both Jena and Renee advised that the village will send the sheriff’s office a letter regarding our concern with how the situation was handled and try to maintain open communication going forward. Mr. Jones continued to question the village’s responsibility regarding pet owners and accountability. Jena instructed him that he should speak to the county commissioners with his concerns. Mr. Jones got progressively more upset and was unable to maintain decorum during the conversation and was therefore asked to leave the meeting by Chairperson, Renee Holland. No action.
Yard Clean up at 221 N 2nd Street
After the fire department cleaned out the culvert in the backyard of the property there is a large mess of debris left over. The home owner would like for the property to at least be put back to the way it was prior to the culvert clean out. Bid from DH Construction for a temporary fix and a more permanent option. The board reviewed both and after discussion, decided to go with the temporary fix until we can get the remaining sludge and debris cleaned out of the culvert or this will just continue to happen. Scott moved to approve the bid from DH Construction for $350 to clean up the debris in the yard, Kicak seconded the motion. RCV: 5-0 ayes, motion carried.
Building permit for 304 East F Street
The board reviewed the building permit which came with a positive recommendation from the planning and zoning committee. Kicak moved to approve the building permit for 304 East F Street, Greise seconded the motion. RCV: 5-0 ayes, motion carried.
Review of 30% meeting and approval of funding option
The water committee met with JEO for the 30% meeting on May 21st. Reviewed the information provided. Discussed the three different funding options. Option one is 100% loan, option two is loan + 30% forgiveness and the third option is funding for a regional connection. Scott moved to approve the second funding option of loan + 30% forgiveness, Euse seconded the motion. RCV: 5-0 ayes, motion carried.
Concrete work on H Street
The board reviewed the bids provided. Scott moved to approve the bid from DH Construction for $5616, Kicak seconded the motion. RCV: 5-0 ayes, motion carried.
Purchase of a pull behind hopper for weed and feed
Greise moved to approve the purchase of the hopper for $359.99, Euse seconded the motion. RCV: 5-0 ayes, motion carried.
Use of camera at the park
There has been an increase of vandalism at the park. Until we can get a more permanent security system in place we will place a trail cam at the park to monitor activity. We will also purchase some stickers or signs that state the park is under surveillance. No action.
Unfinished Business
Village improvements
The board brainstormed ideas to look into for improvements around the village. The ideas brought to the table were; cameras and wifi at village owned properties, mural at the meat plant, sidewalk improvements, storm drainage improvements, basketball/pickleball court, outdoor storage at the park, and resurfacing of 5th street

Streets: Village clean up day this Saturday, 6/6 from 8-12 noon. Lots of clean up from storm drains/culvert clean out

Planning/Zoning: next meeting 6/28
Correspondence: Letter from NDOT, letter from resident regarding dogs walking off leash
