REGULAR BOARD MEETING MINUTES

Meeting Held at Elmwood City Hall

 

The Village Board of Trustees met in regular session on Wednesday, October 1, 2025.

Chairperson, Renee Holland, called the meeting to order at 7 pm. Holland stated that a current copy of the Nebraska Open Meetings Act was posted.

Roll Call: Renee Holland, Becky Kicak, Heather Scott, Tony Greise and Patric Euse all present at roll call.

Consent agenda: Scott moved to approve the consent agenda; Kicak seconded the motion. RCV: 5-0 ayes, Motion carried

Jena Mahin from Solheim law firm introduced Matt Blaser.

New Business

Ordinance 2025-3:

The board reviewed the changes to the animal licensing ordinance. Reviewed the trapped animal section and the allowable amount of chickens. Will remove licensing requirements for chickens and increase limit to 6. Changes will be made to the ordinance and we will approve at next meeting. Tabled.

Ordinance 2025-4:

Reviewed ordinance as written. Discussion over what fees to update and remove. Changes will be made and ordinance will be approved at the next meeting. Tabled.

Building permit for 303 East H

Euse moved to approve the building permit for 303 East H Street which came with a positive recommendation from the Planning & Zoning committee. Greise seconded the motion. RCV: 5-0 ayes, motion carried.

Rezoning 205 West C Street from Industrial to Residential

No action taken.

Elmwood North Estates

Reviewed submitted paperwork. No action.

JEO Proposal for WWTP Support Services

Reviewed contract and scope of work from JEO. Greise moved to approve  the contract for Support services at the Wastewater Treatment Plant for $5500, Euse seconded the motion. RCV: 5-0 ayes, motion carried.

 

Quote from Pioneer Research

Quote for degreaser from Pioneer Research. Huxhold reports that it is not needed at this time. Euse moved to deny quote, Scott seconded the motion. RCV: 5-0 ayes, motion carried

Bid from Lovell Excavating for valve boxes

Reviewed bid. Greise moved to approve bid to replace/clean out valve boxes up to $3650, Kicak seconded the motion. RCV: 5-0 ayes, motion carried.

Alicia Greise’s Annual Review

Holland conducted annual review with input from board members. Scott motioned to increase Greise’s pay by 5% effective October 1st, Kicak seconded the motion. RCV: 4-0 ayes, Greise abstained. Motion carried

Fall Clean-up Day

Greise suggested hosting a fall clean up day. This would help the community clean up down branches, brush, garden and yard waste. Board discussed which day would work best and times. Scott moved to host town clean up on 11/8 from 9-1 with 2 dumpsters not to exceed $900, Euse seconded the motion. RCV: 5-0 ayes, motion carried.

Unfinished Business

Library: next meeting 11/3

Park: New signs ordered for restrooms, KCCB bench installed.

Streets: mower serviced and mulcher installed. Kevin has been fixing potholes on RR Ave. Kevin has been mowing as needed. Huxhold inquired about who’s responsible for under driveway culverts, Mahin explained that it is the homeowner's responsibility to maintain their property.

Water: Hydrants have been exercised (almost all done), control head on RO was replaced-went bad. Aquamatic valve was rebuilt and control valve for aquamatic valve was temporarily fixed. Water shut off to concessions at ball field.  

Sewer: Manholes have been located on S 2nd between C & B, Homan will do the concrete.  

Planning/Zoning: next meeting 10/26
