The Village Board of Trustees met in regular session on Wednesday, March 12, 2025.
Vice Chair Person, Rebecca Kicak, called the meeting to order at 7:00 pm. Kicak stated that a current copy of the Nebraska Open Meetings Act was posted.
Roll Call: Becky Kicak, Tony Greise, & Heather Scott present. Patric Euse & Renee Holland absent.

Discussion/Action Brewer request to waive demolition permit fee on 204/208 East D
Scott motioned to waive demolition fee on 204/208 East D Street, Greise seconded the motion. RCV: 3-0 ayes, motion carried
Discussion/Action Lot Consolidation at 204/208 East D Street
The board reviewed the application and discussed. Scott motioned to approve the lot consolidation which came with a positive recommendation from the planning committee, Greise seconded the motion. RCV: 3-0 ayes, motion carried
Discussion/Action Letter of Support for the Elmwood Cultural Arts & Learning Center grant submission for flooring upgrade
Bonnier Brewer here to request a letter of support from the board of trustees. The American Legion is applying for a $10,000 grant through Cass County Tourism. They are planning on refinishing the floors in the learning center. Brewer provided a description of the project, pictures and other information. Kicak had also been asked by the Aldrich Foundation for a letter of support for a project they are working on. No action taken.
Discussion/Action Brewer Building permit
Ms. Brewer presented to discuss her building permit which was submitted on 3/11. She requests the planning committee review her permit before their scheduled 3/30 meeting due to tariffs and rising costs of materials. She was instructed to contact the planning committee directly to see if there was a time they could meet before their scheduled appointment. No action taken
Discussion/Action Fence Permit 144 ½ N 4th Street
Permit from the Elmwood Meat Plant to place a fence along the sidewalk in front of the empty lot that they own. Reviewed permit and survey. Scott motioned to approve the fence permit, Greise seconded. RCV: 3-0 ayes, motion carried.
Discussion/Action Hiring Summer help
Reviewed the existing job description, application and advertisement. Kicak has some concerns about a young person sharpening blades on the mowers as stated in the job description. This will be readdressed depending on the age of applicants. Scott motioned to change the starting wage for summer help to $18/hour, Greise seconded the motion. RCV: 3-0 ayes, motion carried.
Discussion/Action Lower Platt South NRD agreement for use of the brush lot
Board reviewed and discussed the agreement. Greise concerned about opening the lot while the NRD has heavy equipment on the lot due to liability and the risk of personal injury or damage to NRD property. Greise requested that the clerk find out from the NRD when they might be done using the lot so we can discuss when to reopen. Scott motioned to approve the agreement between the Lower Platt South NRD and the Village of Elmwood regarding the brush pile lot, Greise seconded the motion. RCV: 3-0 ayes, motion carried.
Discussion/Action Lifting abatement and condemnation of 117 N 6th Street
Scott motioned to approve, Greise seconded the motion. RCV: 3-0 ayes, motion carried.
Discussion/Action Bids to Replace curb box at 321 East D Street
The board reviewed the bids provided. Greise motioned to approve bid from Lovell Excavation for $1350, Scott seconded the motion. RCV: 3-0 ayes, motion carried.
Discussion/Action Bids to fix/replace conduit at water treatment plant in accordance with our sanitary water survey
The board reviewed 3 bids provided. Scott motioned to approve bid from Electrical Contractors for $275, Greise seconded the motion. RCV: 3-0 ayes, motion carried
Discussion/Action Kevin attending the NeRWA Conference in Kearney on 2/10-2/12
Scott motioned to approve the conference and hotel stay for a total of $690.90, Greise seconded. RCV: 3-0 ayes, motion carried.
Reports/Boards, Commissions, and Committees
Library: planning for summer reading, next meeting 3/31
Park: KCCB bench will replace broken bench on the west side of the basketball court
Streets: spreader serviced by Elmwood Small motor, will need more work before next season. Snow removal has been going well with David.
Water: 50% response from the community with the cross-contamination survey, meter at the elementary school installed, Safety Clean has started the process to help remove the unused and expired chemicals from the water plant, Safety summit in Lincoln was a great experience.
Sewer: still waiting for heaters to be installed, pump & motor has been replaced and is functioning
Planning/Zoning: next meeting 3/30 at 5 PM
Correspondence: Thank you letter from Aldrich Foundation for membership
Personnel: Alicia will receive $225 scholarship from SEACA for clerk school. She will be out of the office at Clerk school 3/17-3/21
