REGULAR BOARD MEETING MINUTES

Meeting Held at Elmwood Village Office

The Village Board of Trustees met in regular session on Wednesday, January 4, 2023. Chairperson Jared Blunt called the meeting to order at 7:00pm. Blunt stated that a current copy of the Nebraska Open Meetings Act was posted.

Discussion/Action 212 West F Street meter upgrade options – Brian & Rita                                                                               

Board discussed the matter and said the book states that they have the option to move the current water meter but it is at the home owners expense. Motion by Holland to approve Brian and Rita at 212 West F Street the option to move their meter at the owner’s expense and to be in correlation with the maintenance Supervisor for proper installment by May 1,2023, second by Euse. RCV: YES: Approved 5-0

Scott made a motion to extend the employment offer to Kevin again with a start date of February 6,2023, second by Kicak. RCV: YES: Approved 5-0                                                                                                                               

Discussion/Action Contract with David C. Solheim Attorney                                                                                                        

Holland made a motion to approve 6hours monthly at $750 for attorney fees with David C. Solheim, second by Scott. RCV: YES: Approved 5-0

Discussion/Action Up in Smoke Firework stand approval for 2023 – Scott Howard                                                                                 

Village Board members said that they and the town enjoy having Up in Smoke conveniently here in Elmwood and haven’t had any complaints. Up in Smoke will continue to be located in the park.

Discussion/Action Sublessor of 421 West F Street wants 423 West F Street past due bills to be put on her account.                                                                                                                                                                                                     

Scott made a motion to combine past due bills onto Sub lessor Madison Zoz’s account, second by Holland. RCV: YES: Approved 5-0

Discussion/Action 2023 Clerk School for Moriah                                                                                                                              

Holland made a motion to approve Moriah attending the 2023 Clerk School in Kearney March 13th – 17th with daily meal per diam, hotel stay and mile reimbursement, second by Scott. RCV: YES: Approved 5-0

Discussion/Action Course of action for people that don’t respond with getting their meters upgraded.                                                       

Moriah will draft a letter that refers to the municipal codes for the board to look over. Future Agenda

Discussion/Action 209 South 3rd Street meter change out – Blake Ulmer                                                                                                 

Motion by Scott to send a certified letter to 209 South 3rd Street about meter upgrade compliance with reference to municipal codes and a meter change out needs to be done before the next meeting on February 1,2023, second by Kicak.

Park : Moriah is to contact ECA to have the lights removed and Ed will get the lights unplugged at the park.                  

Streets: Ed is running low on rock chips for the streets so he will get more ordered from Infinity Excavating                               

Water: Scott made a motion to approve Comfort Heating and Air base bid #2 in the amount of $3,318 for a new furnace to be installed at the water treatment plant, second by Euse. RCV: YES: Approved 5-0                                                                           

Sewer: Froze up during winter advisory but is now thawed and running at full speed. Ed is still waiting on the exhaust fan to be installed at
