REGULAR BOARD MEETING MINUTES

Meeting Held at Elmwood Village Hall

The Village Board of Trustees met in regular session on Wednesday, December 7, 2022. Chairperson Jared Blunt called the meeting to order at 7:00pm. Blunt stated that a current copy of the Nebraska Open Meetings Act was posted.                                                                         

Roll Call was answered by Miki Bruns, Heather Scott, Becky Kicak, Renee Holland & Jared Blunt.

Minutes: Bruns made a motion, seconded by Holland to approve November 16, 2022 Minutes. RCV: Yes:  Approved 5-0.

Claims & Payroll: Scott made a motion, seconded by Kicak to approve the Claims and payroll for December 5-7, 2022. RCV: Yes: Approved 5-0

New Business

Discussion/Action water bill charge at 117 North 3rd Street during loss of water pressure from main break                                                                            

Board members discussed the matter in which the water was regulated through their meter, so they are responsible for that usage. Motion by Bruns that there will be no water usage reimbursement, second by Holland. RCV: Yes: Approved 5-0                                   

Discussion/Action Membership renewal for Cass County Nebraska Economic Development Council                                                                                         

Motion by Bruns to approve the membership fee of $1,000 to the Cass County Nebraska Economic Development Council, second by Scott. RCV: Yes: Approved 5-0

Discussion/Action Snow Removal Bids                                                                                                                                                                                

Moriah contacted several companies in the area for snow removal, but they are all booked up and can’t take on new clients. Jacob blunt did reach out to the village board with a bid to help push snow in the Village. Motion by Bruns to approve Jacob’s snow removal bid of $25/hr on a need to be basis using the Village pickup, second by Holland. RCV: Yes: Approved 4-0 Abstain: 1 (Jared Blunt)

Park: Bathrooms are closed for the season.

Streets: The rock spreader is now in the pickup and Ed ran into issues from the previous year with a bearing out in the spreader, so he is getting that issue fixed.

Water: Ed will have continuing Ed classes for water/wastewater on December 14th & 19th and will be out of town those days. Blake Ulmer’s water meter has had to be estimated the last 2 months due to no response on setting up a time that the dogs will be locked up to gain access in the back yard. Board discussed the matter and said they will have Moriah send him a letter giving him until December 21,2022 to get his meter upgraded. Ed reported that since

Sewer:  Just received electrical part for the pump so Ed will work on getting that installed and running.

Planning/Zoning: Motion by Bruns to re-appoint Linda Blunt to the Planning & Zoning board, second by Scott. RCV: Yes: Approved 4-0 Abstained: 1- Jared Blunt. Next meeting is scheduled for January 16, 2022 @ 7:00pm

The board of Trustees shall elect a Chair, then Vice Chair: Scott made a motion to appoint Jared Blunt Chairperson, second by Kicak RCV: YES: Approved 5-0. Blunt made a motion to elect Renee Holland as Vice Chairperson, Second by Holland. RCV: YES: Approved 5-0.

Appointments:

Holland made a motion to appoint Moriah Lenz as the Village Clerk/Treasurer. RCV: Yes: Approved 5-0

Kicak made a motion, second by Holland to appoint JEO Consulting Group, Inc. as the Village Engineer. RCV. YES: Approved 5-0

Holland made a motion, second by Scott to appoint Evan Wickersham of JEO Consulting Group, Inc. as the Village Street Superintendent. RCV: Yes: Approved 5-0

Scott made a motion, second by Kicak to appoint David C. Solheim of Solheim Law Firm as the Village attorney. RCV: Yes: Approved 5-0

Scott made a motion, second by Kicak to appoint Mike Jensen with the Cass County Department of Zoning as the Village building inspector. RCV: Yes: Approved 5-0

Scott made a motion, second by Kicak to appoint Patrick Euse as the Nuisance Officer. RCV: Yes: Approved 5-0

Euse made a motion, second by Holland to appoint Becky Kicak as the Hearing Officer pursuant to Municipal Code. RCV: YES: Approved 5-0

Kicak made a motion to appoint Tova Miller, Charity Baker & Jared Blunt to the Health Board, second by Holland. RCV: Yes: Approved 5-0

Scott made a motion to re-appoint Linda Blunt to the Planning & Zoning Committee, second by Kicak. RCV: Yes: Approved 4-0 Abstain-1 (Jared Blunt)

Appoint Commissioners:

Blunt made a motion, second by Holland to appoint Heather Scott as the Park commissioner. RCV: YES: Approved 5-0

Scott made a motion, second by Kicak to appoint Patrick Euse as the Street commissioner. RCV: YES: Approved 5-0

Scott made a motion, second by Kicak to appoint Renee Holland as the Water/Sewer commissioner. RCV: YES: Approved 5-0

Designated Bank: Holland made a motion, second by Kicak to designate American Exchange Bank as the Village depository bank. RCV: YES: Approved 5-0

Designated Newspaper: Holland made a motion, second by Euse to designate the Plattsmouth Journal as the legal notice newspaper. RCV: YES: Approved 5-0
