The Village Board of Trustees met in regular session on Wednesday, November 16, 2022. Chairperson Jared Blunt called the meeting to order at 7:00pm. Blunt stated that a current copy of the Nebraska Open Meetings Act was posted.

New Business
Discussion/Action Attorney Introductory – David C. Solheim
David with Solheim Law Firm was present to give his introductory presentation and supply some information to the board. Solheim Law Firm has a heart for the small communities. They will also help keep the Municipal Code Book up to date.
Discussion/Action 2023 Pie Ride & Music in the park – Marie Gregoire
Marie will apply for another art grant for music in the park. The board though it was a great turn out last year. Marie would like to have a trash can put by the Gazebo and the Gazebo swept out before pie ride events in the park. The board said that a trash can by the gazebo would be fine, but it would need to be removed after each event. Marie said she will be in touch with Moriah to reserve the 1st and 3rd Thursdays of the month from June – August.
Discussion/Action 317 North 3rd Building permit recommendation from Planning & Zoning – Kurt Poole
Planning and zoning recommended to the village board not to approve the building permit because the setbacks weren’t as set within the municipal code book. Kurt Poole asked the board for a variance to build his new garage 5feet from the property line to the North instead of 10ft which is stated in the municipal code book for setbacks. The board discussed the matter and Jared commented to look at it a little longer. Motion by Holland to not approve the building permit or variance because the board hasn’t approved any so far and is following by what is in the code book, Second by Scott. Discussion/Action Purchase of more Christmas Street Lights
Motion by Bruns to purchase 2 candle stick streetlights and 2 Christmas trees with bows from Northern Lights Display, second by Holland. RCV: YES: Approved 5-0
Discussion/Action Donation to NE Rural Water Association
Motion by Bruns to approve giving NE Rural Water Association a $100 donation for helping locate the water main break at 4th & B Street, second by Kicak. RCV: YES: Approved 5-0

Motion by Holland, second by Bruns to send second notices to the following Nuisance Properties:

Discussion/Action Snow removal Bids
No action taken we need more Bids – Future Agenda
Discussion/Action Recommendation for vacant spot on the Village board
Jared reached out to several people that attend the meetings regularly and ones in the community with no luck on getting any interest. He did finally find someone and recommended Patrick Euse to fill in the soon to be vacant spot on the Village Board. Bruns made a motion to accept the recommendation of Patrick Euse to fill Bruns vacant spot on the Village Board for a 4-year term, second by Scott. RCV: YES: Approved 5-0
Discussion/Action backup generator information
The generator that was approved for purchase will not be compatible to run the wells. Ed gathered further information to report this to the board and we will add this to next year’s budget. Motion by Bruns that if we happen to need a backup generator this year we will rent one again from United Rentals, second by Scott. RCV: YES: Approved 5-0
Discussion/Action Delinquent Bill – 423 West F Street Lien
Motion by Kicak to send a Lien letter to the property owners of 423 West F Street for the delinquent bill, second by Holland. RCV: YES: Approved 5-0

Discussion/Action Maintenance Supervisor start date
Motion by Holland to repost the Maintenance Supervisor job for 30 days with an application deadline of December 17th, 2022, second by Scott. RCV: YES: Approved 5-0
Reports/Boards, Commissions, and Committees
Library: Library reported that the toilet was running so Ed fixed the toilet issue.
Park: Ed fixed a water leak on the incoming line at the park restroom and winterized the drinking fountain.
Streets: New town pickup won’t be here until January.
Water: Water filters in the RO System will be replaced next week.
Sewer: New pump will be installed next week. Moriah will run the sewer sample to Omaha Monday because Ed will be busy with helping replace the RO filters at the water treatment plant.
Planning/Zoning: Next Meeting is December 5,2022 at 7:00pm
