Meeting held at Elmwood Village Office
The Village of Board of Trustees met in regular session on Wednesday, September 7,2022. Chairperson Jared Blunt called the meeting to order at 7:00pm. Blunt stated that a current copy of the Nebraska Open Meetings Act of posted.
Roll Call: Answered by Miki Bruns, Renee Holland, Heather Scott, Becky Kicak, and Jared Blunt.

Discussion/Action Good Neighbor Festival – Bonnie Brewer
Bonnie Brewer discussed Good Neighbor Festival. States there will be a table available for the Village office if interested. Would be a time to hand out information on the Village and answer questions that the community may have. Example- fees, pet licensing.
Discussion/Action Resolution 09072022 – Compliance with Dept. of Transportation
Reading of the Compliance with Department of Transportation. Resolution No. 09072022. Bruns motioned to approve, 2nd Scott. RCV- yes Approved 5-0.
Discussion/Action Approval to pay Village Office Rent for the 2022-2023 Fiscal Year
Approval was needed to pay office rent for the Village for fiscal year 2022-2023. Bruns made motion to approve paying the whole fiscal year rent of $1,800, 2nd by Kicak. RCV-yes, approved 5-0.
Discussion/Action sewer pump bids
Ed provided bids for a new sewer pump. Current sewer pump has been repaired in the past and is not working appropriately. Bruns made motion to approve HTM Pump bid for $6,150. 2nd by Kicak. RCV yes, approved 5-0
Discussion/Action Nuisance Homes
412 North 5th Street- unlicensed parked vehicle in street
116 East D Street- unlicensed pickup parked on East D Street and camper in alley way
316 West G Street- overgrown yard
304 South 4th Street- unlicensed truck in alley way, trash/metal, attracting rodents to trash
204 North 1st Street- overgrown yard
205 West C Street- Debris scattered throughout the yard and overgrown yard.
204 & 208 East D Street- Cats are back at the properties.
Moriah is to follow up with Manley Village Clerk regarding issues that they are having with a common Village offender.
Bruns made motion to send out Certified Letters to Nuisance addresses listed, 2nd by Scott. RCV- yes, approved 5-0.

Discussion/Action Ordinance 2022-5 Pay wage and benefits
Motion to wave the 3 readings of Ordinance 2022-5, Read by Kicak. Motioned to approve by Kicak, 2nd by Scott. RCV-yes, approved 5-0.
Discussion/Action Tree bid for dead tree in the park
Ed provided bid from Christensen Tree Service for removal of dying tree west of the basketball court in the Elmwood Park. Motion by Miki to be paid on next 2022-2023 budget, 2nd by Scott. RCV- yes, approved 5-0.
Discussion/Action Lawnmower bids
Ed provided bids on a new mower for the Village. Unable to obtain parts for current mower. Holland made motion to approve John Deere for 11,500 on 2022-2023 budget. 2nd by Kicak. RCV- yes, approved 5-0
Reports/Boards, Commissions, and Committees
Library- Approved Library bills and payroll for August 7,2022 and September 6, 2022. Motion by Bruns, 2nd Scott. RCV- yes, approved 5-0.

Park- Harvest Moon Hustle September 9th. Group will begin setting up Thursday, September 7th with finishing touches September 8th. Bathrooms will be locked during this event. Estimated to bring 1500 runners.
Streets-Street Engineer reviewed cracks on Railroad Ave. Plan to saw cut 12 panels and remove to review problems and then schedule to repair. Brush dump site is getting full. Ed will be taking tractor down to pile and push back as much as possible. Unknown members of the community, unsure if they are Village residents, are dumping household trash at site. This may cause an issue with keeping the site due to the grant that was received to obtain site.
Water- Test drilling started September 6th. Drilled down 92 feet and no water was found. Will have to locate a new test site. State will have to approve site before we are able to drill again at new site selected. Village water restriction is to remain in effect.
Sewer- Exhaust fan quit. Gordon Electric called and plan to come out to evaluate and provide a bid for repairs or replacement.
Planning/Zoning- Next meeting scheduled for September 19, 2022.
