REGULAR BOARD MEETING MINUTES
Meeting Held at Elmwood Village Hall
The Village Board of Trustees met in regular session on Wednesday, May 4, 2022. Chairperson Jared Blunt called the meeting to order at 7:00 pm. Blunt stated that a current copy of the Nebraska Open Meetings Act was posted.
Roll Call was answered by Heather Scott, Miki Bruns, Renee Holland, Becky Kicak & Jared Blunt.
Minutes: Scott made a motion, seconded by Bruns to approve April 20,2022 meeting minutes. RCV: Yes: Approved 5-0
Claims & Payroll: Bruns made a motion, seconded by Kicak to approve the Claims and Payroll for May 3,2022 RCV: Yes: Approved 5-0

New Business
Discussion/Action 421 & 423 West F Street Meter Consolidation – Madison Zoz
Village board members discussed the meter consolidation of Madison’s request on only having one water meter at the residence of 421 & 423. The board said that it’s always been a multi-family unit (duplex) and that all the utilities are separate. Motion by Heather Scott that the Utilities will remain the same in the multi family unit with billing both addresses for water/sewer, second by Becky Kicak. RCV: YES: Approved 5-0.
Discussion/Action Unloading of passenger sign in front of the community center – Suzie Allgayer
Suzie Allgayer was here on behalf of the Community Center board and asked if the Village board would give them approval to add a sign in front of the community center that is a no parking zone between the hours of 9am – 1pm Monday – Friday so that they an area up close for loading and unloading of people that need transported to and from the center for lunch. Motion by Bruns to approve a no parking unloading sign that states 9am – 1pm Monday – Friday sign that the Center will purchase and install just south of the current handicap sign, second by Scott. RCV: YES: Approved 5-0
Discussion/Action 305 West D Street Lot split – Jim & Grace Ronhovde
Motion by Bruns to approve the Lot Split at the address of 305 West D Street, second by Holland.

Discussion/Action Moriah’s attendance to Southeast Area Clerks Association
Bruns said that one of the former clerks recommended that Moriah would benefit a lot by attending the Southeast Area Clerks Association meetings that are held in surrounding communities. Motion by Bruns for Moriah to attend the SEACA meetings & reimbursed for her meal and milage, second by Scott. RCV: YES: Approved 5-0
Discussion/Action ingress/egress temporary Easement on Lot 19 sec. 9 Township 10 range10 Cass County
Arlo & Vicki Fleishman approved the Temp Easement for the test well. Motion by Bruns to approve the easement, second by Holland. RCV: YES: Approved 5-0
Discussion about April’s base rate billing on water/sewer bills
Jeff did not complete the meter reads before going on vacation. Due to our current situation with upgrading meters, it wasn’t recommended to estimate by our software tech guys so the base rates were applied and the usage for April will reflect on May’s bill.

Park: Ed fixed the water fountain. Ballfield bathrooms were fixed but still has a minor leak that needs fixed eventually. Ed said the park bathrooms need new faucets. Motion by Bruns to purchase 2 new faucets for the park, second by Kicak. RCV: YES: Approved 5-0
Streets: Moriah received a verbal complaint regarding the rock that is where Adams and West D Street meet. The board said that the summer helper will help scrape the rock back onto the gravel road.
Water: Ed did well draw downs and said all 3 wells are running steady.
Sewer: New pump is installed, and the UV lights are installed.
Planning/Zoning: Motion made by Bruns to approve March 4,2022 & April 4,2022 Minutes, second by Scott. RCV: YES: Approved 5-0. Next meeting is May 16, 2022 at 7:00pm
Public Comment:
Correspondence: Scott received her first verbal nuisance complaint and asked the board what the next steps are. Bruns said that the complaints need to be written complaints with names on them so further action can be taken.

Discussion/Action Employee performance
Blunt contacted Jeff asking if he wanted this discussed in open or closed session and Jeff said it could be discussed in open session. The board needed to address that Jeff had another no call no show on 4/26/2022 which was his fourth. The board wrote Jeff up for the current No call no show. Upon further discussion of Jeff’s overall performance not meeting expectations and the amount of writeups in his file there was a Motion made. Holland made a motion to terminate Jeff immediately on May 4, 2022, with no severance pay but we would pay out his accumulated vacation time, second by Kicak. RCV: YES: Approved 5-0 Moriah will get the job posted ASAP.
