REGULAR BOARD MEETING MINUTES

Meeting Held at Elmwood Village Hall

The Village Board of Trustees met in regular session on Wednesday, April 20, 2022. Chairperson Jared Blunt called the meeting to order at 7:00 pm. Blunt stated that a current copy of the Nebraska Open Meetings Act was posted.

Roll Call was answered by Heather Scott, Becky Kicak, Renee Holland, Miki Bruns & Jared Blunt.

Minutes: Scott made a motion, seconded by Bruns to approve April 6,2022 meeting minutes. RCV: Yes: Approved 5-0

Claims & Payroll:  Bruns made a motion, seconded by Holland to approve the Claims and Payroll for April 19, 2022 RCV: Yes: Approved 5-0

Claims: Black Hills Energy $562.25, Clements Insurance Agency $19,329, Elkhorn Fence $10,000, E-M Public School $200, IRS $843.64, Intuit $5.25, Meeske Ace Hardware $62.46, Mick’s Diesel Repair $453.32, NE Public Health Enviro. Lab $15, NE Dept. of Revenue $1178.88, Randy Bornemeier $1,260, Verizon Wireless $111.19, Salary $3,575.63.

New Business

Discussion/Action Hiring Summer Help                                                                                                                                                                

Board discussed the Summer helper hours of operation and said if he can work 20 hours per week with his strict schedule and be able to get the tasks done unsupervised. They don’t want Jeff to watch over the summer helper’s every move. We only had one applicant apply for the summer job position. Motion by Bruns to hire Levi Offner at $10.00/hour and to re-evaluate for a pay raise 1 month after hire with a start date ASAP, second by Kicak. RCV: YES: Approved 5-0                                                                                                                                                           

Discussion/Action weed control behind 114 Sydney Lane – Renee Holland                                                                                                    

Bruns said this shouldn’t even be an agenda item and Jeff should be taking care of it when he sprays the weeds on the trail at the park he can spray the rock area behind Holland’s house to maintain the weed control in that location.                                                                                                                                                                              

Discussion/Action Moriah’s Vacation Request                                                                                                                                                        

Motion by Scott to approve Moriah’s vacation request for May 31st – June 2nd, 2022, second by Bruns. RCV: YES: Approved 5-0                                                                                                                                                                  

Discussion/Action Purchase of a new office chair                                                                                                                                                      

Motion by Bruns to approve a new office chair for Moriah and not to exceed $300, seconded by Scott. RCV: YES: Approved 5-0                                                                                                                                                             

Discussion/Action Replace concrete tables and benches at the ballfield park                                                                                             

Moriah mentioned to the board that it was a liability having the cement tables and benches at the ballfield park because the benches are falling apart. Moriah reported to the board that we have it in the budget to get new tables. Moriah suggested to the board that we purchase one of the tables that are ADA wheelchair compliant. Motion by Bruns to purchase 2 picnic tables and one that is ADA compliant, not to exceed $2,500 with shipping, second by Scott. RCV: YES: Approved 5-0

Discussion/Action Fee for Radio read upgrade opt out option                                                                                                                         

After further review and discussion with the idea of an opt out option being tossed around the board has decided to not offer an opt out option on the replacing of the new water meters. The village is converting over and upgrading all flow water meters to be compatible with our radio read system as a whole. Motion by Bruns to have Moriah send a letter to the Blommer residence notifying them of the board’s decision that the Village of Elmwood isn’t going to offer an opt out option to anyone on the upgraded water meter project, second by Scott. RCV: YES: Approved 5-0                                                                                                                                                                          Discussion report from the state on well location – Ed Blunt                                                                                                                                   

Ed met with Tim Thares from the state on the proposed sites and Tim approved Site A to be our test well spot. Moriah will need to talk to the town Attorney to get a temporary easement with the property owner so that we can gain access on his ground. We will continue to move forward in this process.

Park: Jeff is looking into why the water fountain is leaking at the park and Jeff is to change out the storage door lock at the park restrooms.                                                                                                                                                                                          

Jeff also needs to fix the plumbing at the ballfield bathrooms.                                                                                                                                         

Streets: No Report                                                                                                                                                                                                   

Water: Continuing to convert water meters over to the radio read system.                                                                                                                                                                                               

Sewer: Pump is here from HTM, and Jeff will go to Omaha to pick up the new pump and then it just needs to be installed. Jeff takes his sewer test Friday.                                                                                                                                                                                 

Planning/Zoning: Next meeting is May 16, 2022 at 7:00pm                                                                                                                                    

Public Comment:                                                                                                                                                                                               

Ed Blunt – 104 Railroad Ave: Wanted to mention that the summer help pay at $10.00 isn’t enough and might want to look into raising the starting pay wage.                                                                                                                                                                               

Correspondence:   Bruns has been contacted numerous times about the cat issue in town. Bruns said that she needs written complaints filled out with names. If anyone else is hearing the complaints, they should also inform the complaining individual because we need written complaints so we can act on the issues at hand. Once we receive the complaints then the health board can get involved.                                                                                                                                                                                                

Personnel: Jeff would like to request vacation time for April 30th – May 5th, 2022. Ed said he should be available during that time to fill in with the water/sewer plants. Motion by Bruns to approve Jeff’s vacation request for April 30th – May 5th, 2022, second by Holland.
