Meeting Held at Elmwood Village Hall
The Village Board of Trustees met in regular session on Wednesday, January 5, 2022. Chairperson Jared Blunt called the meeting to order at 7:00 pm. Blunt stated that a current copy of the Nebraska Open Meetings Act was posted.
Roll Call was answered by Miki Bruns, Heather Scott, Renee Holland, Becky Kicak & Jared Blunt. RCV: 5-0
Minutes: Bruns made a motion, seconded by Scott to approve December 21,2021 meeting minutes. RCV: Yes: Approved 5-0
Claims & Payroll: Bruns made a motion, seconded by Kicak to approve the Claims and Payroll for December 28,2021 & January 4,2022 RCV: Yes: Approved 5-0

New Business
Discussion/Action Opening a general savings account for the Village
Bruns was contacted by Aaron Clements from American Exchange Bank suggesting for the village to open up a general savings account due to the amount of money we have in our general checking account. Aaron said we would benefit from opening a savings account and acquire interest on that amount. The board would like Moriah to contact our CPA Michael Hoback to see what he recommends for the village. Bruns made a motion to open a savings account per Michael Hoback’s response with the final ok and the amount to put into the savings account, second by Kicak. RCV: YES: Approved 5-0
Discussion/Action Keep Cass County Beautiful – Electronic recycling event
Tabled - Pending the date of when the town garage sales are for.
Discussion/Action He is interested in designing a website for people to view and pay water/sewer bills- Paul Bykerk
Board of Trustees talked about this but said that what we have is working and they don’t feel like this expense is necessary.
Unfinished Business
Discussion/Action Appoint Health Board
We had one community member Lisa Graff reach out about joining and Blunt contacted another community member Tova Miller to join the health board. Bruns made a motion to appoint Lisa Graff and Tova Miller to the health board provided we hear back from Lisa Graff and if we don’t hear from Lisa Graff we will appoint Chase Hinzeman, second by Holland. RCV: YES: Approved 5-0
Discussion/Action New Cell Phone for Jeff
Moriah contacted our local Government Rep. at Verizon and got a new I phone SE 2020 ordered at no expense for Jeff.

Park: Jeff was contacted by Dawn Romine that the stair area had been unbolted on the new playground and that is now fixed.
Streets: Blunt told Jeff to unplug the Christmas lights at the park and also the Christmas streetlights.
Blunt and Bruns gave the ok to have someone remove the demo barricade blocks because they had to be removed ASAP from the demo site could haul in fill dirt. The person wanting the cement barricade blocks had the equipment to remove them ASAP which saved the town the expense of hiring someone to move them out of the way. The person that took the blocks is giving the village a donation for them. Bruns recommended to the board that the donation money from the demo cement barricade blocks should be donated to the church to go towards the demo site. Bruns made a motion to give the donation of $150 to the United Methodist Church for the demo expenses, second by Scott. RCV: YES: Approved 5-0
Kicak said she was approached by someone that there was a pile of snow put on the corner located by Little Knights Academy that was impeding traffic. Board members recommended that Moriah send a letter to all the main street businesses regarding snow removal.
Water: Jeff reported that the issues from the water plant inspection are done and it is good to go. Jeff winterized the wells and Ed did a second sweep through to double check and had to turn the heaters up some more to accommodate for the freezing temps outside. Jared reported that we need another heater for the well house and told Jeff to purchase one at Menards for $32.
Moriah mailed out the Emergency Alert Flyers to everyone in town on Tuesday January 4,2022 and Email billing is set up and running.
Sewer: Jeff will re-take his wastewater test in February.

Personnel: Blunt told Jeff that Blunt and Bruns need to be notified when Jeff takes a vacation or Sick day because Jeff just told Ed that he was going to be gone Monday 12/26 for a vacation day. Jeff didn’t confirm to Blunt or Bruns that he was going to take a vacation day. Bruns also asked Jeff when he turned in the meter reads because it is important to turn those in on time to Moriah during business hours because she has a specific time frame that she needs to get the bills out by.
