REGULAR BOARD MEETING MINUTES
Meeting Held at Elmwood Village Hall
The Village Board of Trustees met in regular session on Wednesday, September 1, 2021. Chairperson Miki Bruns called the meeting to order at 7:00 pm. Bruns stated that a current copy of the Nebraska Open Meetings Act was posted.
Roll Call was answered by Becky Kicak, Renee Holland, Jared Blunt & Miki Bruns. Absent: Pat Wray
Minutes: Holland made a motion, seconded by Blunt to approve August 17,2021 Minutes. RCV: Yes: Approved 4-0
Claims & Payroll: Blunt made a motion, seconded by Kicak to approve the Claims and Payroll for August 30,2021 RCV: Yes: Approved 4-0

New Business
Discussion/Action Goudie’s request for variance – 324 N 4th Street – Rich Goudie
Ted Hall built his house on the property line back in the 1990’s and Pam & Rich Goudie want to build a Morton shed on their property to be lined up with the house on the North side of the property. Board members agree that Rich needs to follow the current rules and abide by the current setbacks. The board denied issuing him a variance. Bruns drove around town looking at other sheds/ garages and said there are a lot that don’t line up with their houses. The board did let Rich know that they don’t have control over past decisions. Bruns stated that the only issue with the building permit is the setbacks. Rich told the board he didn’t want to be pushed back more in the yard running the building North to South because then he would lose half of his yard. Rich agreed to turn the building East to West in order to meet the setback requirements. Jeff will work with Rich to make a new drawing so that the building follows the current setbacks in the planning and zoning book and then approve Goudie’s permit.
Discussion/Action Review the 1-6 Year Street Plan
No questions or concerns with the 1-6 Year review of street work.
Discussion/Action Power Manager Training course for Moriah
Motion by Blunt for Moriah to attend Power Manager training on October 14-15th for $75, second by Holland. RCV: YES: Approved 4-0
Unfinished Business
Discussion/Action 221 N 3RD tree report from Arborist
Tabled - The tree is dead, but we will wait until the final 2021-2022 budget is approved.
Reports/Boards, Commissions, and Committees
Library: Motion by Holland to approve August 2021 Minutes & Payroll, second by Kicak. RCV: YES: Approved 4-0
Park: Fountain is installed, Jeff will adjust the water pressure so that it doesn’t spray at the wall.
Streets: Scott with JEO said our street warranty is up in January of 2022. Jeff is concerned about B street wash out, but Jeff will be in contact with Randy at Bauer Underground to get the issues resolved on B street before the warranty work is up.
Water: Zach with Core & Main will be coming Tuesday or Wednesday to sign FCC Papers and will be ordering parts to get switched to Radio Reads. Mid -late September a guy with Core & Main will be coming to install software and train Moriah and Jeff on the new system. Bruns told the board that she has someone interested in helping with installing the new meters and that switching over to the new meters is a priority.
Jeff is working on getting 2 other bids to submit with our security grant to replace the fence around the water plant.
There was an outage at the water plant and OPPD found the issue and resolved it.
Sewer: No Report
Planning/Zoning: Motion by Holland, second by Blunt to approve July 2021 Minutes RCV: YES: Approved 4-0.

Public Comment:
Correspondence: Personnel: Friday September 10th is Harvest Moon Hustle and Bruns wants the parking for Harvest Moon Hustle to be on the East side of town. There is a tailgate party & football game going on the same night as Harvest moon Hustle so Elmwood will have a lot of traffic through town.
