REGULAR BOARD MEETING MINUTES
Meeting Held at Elmwood Village Hall
The Village Board of Trustees met in regular session on Tuesday, August 17, 2021. Chairperson Miki Bruns called the meeting to order at 7:44 pm. Bruns stated that a current copy of the Nebraska Open Meetings Act was posted.
Roll Call was answered by Becky Kicak, Renee Holland, Jared Blunt & Miki Bruns. Absent: Pat Wray
Minutes: Holland made a motion, seconded by Blunt to approve August 4,2021 Minutes. RCV: Yes: Approved 4-0
Claims & Payroll: Holland made a motion, seconded by Kicak to approve the Claims and Payroll for August 11-16 & 17,2021 RCV: Yes: Approved 4-0

New Business
Discussion/Action Radio Reads & inter local agreement – Core & Main
Zach from Core & Main was present to go over the steps needed for switching our current meters to the Radio read system and he also showed us what items we need to purchase to get everyone set up on radio reads. The Village will be using the ARPA Funds we received from the Government to make the switch to radio meter reads. Kicak made a motion to purchase 124 meters, 290 radio reads, handheld device, command link & 1 year training & support for a total of $65,530, second by Holland. RCV: YES: Approved 4-0
Discussion/Action John Powers – Catch & Release of Cats
John was present at this meeting regarding the letter he received for the abundance of cats at his residence. John told the board that they have been catching and releasing cats for the last 20 years. They get them spay/neutered and shots and then release them back out into the community. John said he has called all over to get rid of cats and the Cat House in Lincoln is at capacity, so it isn’t taking any cats at this time. John told the board that he is trying to rehome as many as he can. The board told John the limit is four cats, and they must stick to what the Municipal Code book states. Holland and Kicak recommended to John that he stop putting feed out to feed all the cats since that just attracts more in. Bruns told John that from today 8/17/2021 he has 60 days to only have 4 cats if he chooses to and the rest need to be gone. Board of trustees will revisit this on October 20, 2021.
Discussion/Action 221 N 3rd Street dead tree in the right of way – Furgerson residence
Tabled – Jeff will get in touch with an arborist to inspect the tree to see if removal is needed.
Discussion/Action Resolution 08172021 – NE Public Roads classification & standards
Kicak read Resolution 08172021 to the Board. Jared made a motion, second by Holland to approve Resolution 08172021 so we are in compliance with our Highway Allocation funds. RCV: YES: Approved 4-0

Park: Todd Valley Pluming told Jeff they will be out this Thursday and if they aren’t the board suggested we look into getting a different company to bid the job. Jeff has been spraying the weeds on the trail.
Streets: No Report
Water: Moriah is looking into offering the option to go paperless with the water/sewer bills.
Sewer: No Report
Planning/Zoning: Next meeting is September 20,2021 at 7:00pm
Public Comment: Pat Beckman- asked for clarification on whether the cats can roam freely if they are licensed with the town? Bruns replied that the cats are to be kept on that property owner’s property. They CANNOT roam the town.
