REGULAR BOARD MEETING MINUTES
Meeting Held at Elmwood Village Hall
The Village Board of Trustees met in regular session on Wednesday, August 4, 2021. Chairperson Miki Bruns called the meeting to order at 7:00 pm. Bruns stated that a current copy of the Nebraska Open Meetings Act was posted.
Roll Call was answered by Pat Wray, Jared Blunt, Renee Holland & Miki Bruns. Absent: Becky Kicak
Minutes: Holland made a motion, seconded by Blunt to approve July 21,2021 Minutes. RCV: Yes: All approved 4-0
Wray made a motion, seconded by Holland to approve the Claims and Payroll for August 3,2021 RCV: Yes: All approved 4-0

New Business
Discussion/Action planning & zoning update – 2-3 members present
Mike Winters, Linda Blunt and Grace Ronhovde were present form the planning & zoning board.
On behalf of the Planning & Zoning board Grace Ronhovde asked the board if Planning & Zoning could look over the building permits with Jeff before being approved and answer any questions Jeff has on the permits so that we are consistent with what we are doing in our approval process. Bruns agreed that would be ok, but they are to only have 2 people look over the permits and it needs to be done quickly with out a delay in approving the building permits.
Discussion/Action Public Water System Security Grant Application
Moriah will look into this grant to replace the fence around the water tower.
Discussion/Action Inter local Agreement with local communities switching to radio reads
Tabled - Until August 17th meeting when Core & Main is present to answer questions.
Discussion/Action regarding waiving demolition permit for main street buildings
Bruns was asked by a couple of church members if the town could waive the demolition fees for the tear down of the main street buildings. Motion by Holland to waive the $50 demolition fee for the Methodist Church but still requiring a $250 demo deposit, second by Wray. Yes: All approved 4-0
Discussion/Action Hiring summer help
Jeff asked the board if they could fill Gus’s position to finish out the summer since Gus will be heading off to college. The board felt that with the remaining time left we don’t need to look for a replacement because things will start slowing down and mowing won’t be so frequent.
Discussion/Action Water Damage in house – Courtney Kniffin
Bauer & JEO both agreed that the water damage wasn’t their fault with the street improvements because the water spill way tubes were still going towards the road and away from the house. Jeff will contact Bauer & JEO regarding this matter.
Discussion/Action Moriah attending the 2021 Annual LNM Conference – September 2021
Motion by Blunt for Moriah to attend the 2021 LMN Annual Conference September 23 – 24th in Lincoln for $395 and Milage, Second by Holland. RCV: Yes: All approved 4-0
Discussion/Action Jeff’s Annual Review
Bruns read to everyone present the compiled reviews from all the board members. Jeff has areas that he needs to continue to improve and work on prioritizing better with time management. Goals for Jeff in this next year are to attend more workshops, get his sewer license and to improve on prioritizing work duties. Bruns also told Jeff he needs to be reaching out to her and the designated board commissioners when issues arise. Motion by Wray to give Jeff a 3% raise, second by Holland. RCV: Yes: All approved 4-0
Unfinished Business
Discussion/Action Concession Stand at the ball field – Marshal Vogt
Motion by Wray to approve the E-M Softball/Baseball League with extending the size of the current concession stand building pending building permit approval, second Blunt. RCV Yes: All approved 4-0
Discussion/Action B street recommendation
Ed spoke with Bauer & JEO and reported that the sides washing down on B street is in fact a design flaw with the grading of B street and they will get that corrected.
Reports/Boards, Commissions, and Committees
Library: Motion by Wray to approve the Library Payroll & Bills July 27 – Aug 2, 2021, Second by Blunt RCV: Yes: All approved 4-0
Park: Jeff has been working on fixing the small issues that were reported on our playground inspection. Jeff will get the trail through the park sprayed for weeds and keep the park mowed short for the upcoming events being held. Jeff received the spring toys from Vince Anderson so he will get those installed when things start to slow down for him. Water fountain will be installed tomorrow.
Streets: Jeff reported that the 2 curbs on East E Street that were crumbling are now fixed from Bauer but jeff is reporting back to Bauer about one of those curb areas having a crack in it. Jeff has been cleaning up the rock chips that are gathering in areas from the snow accumulation. Jeff needs to re-paint the cross walk at 1st & D Street. Jeff will reach out to Hein Construction on coming to town to do the crack sealing and patch a couple of spots.
Water: We received the results from the state on our inspection. There were a few minor fixes that need completed.
Sewer: Jeff is registered August 16-18th for Wastewater Certification Training sessions in Lincoln. Motion by Holland for Jeff to attend Wastewater Certification Training and to take the Certification test for $600 plus milage, second by Wray. RCV: Yes: All approved 4-0
Planning/Zoning: Motion by Wray to approve June 2021 Minutes, second by Bunt. RCV: Yes: All approved 4-0
Public Comment:
Grace Ronhovde – Reported to the board that people have mentioned to her that 2 buildings on main street are using commercial properties as living quarters.
Lou Allgayer – Mentioned the Village needs to do a better job maintaining the park because there were weeds growing in the matt of the basketball court and in the Gaga pit. He hates to see it like this because of the amount of time and money that has been invested into the park.
Linda Blunt – Concerned about the sidewalk that ends in the new development by the duplexes. Also, she voiced her concern about the sidewalk along D Street that is overgrown with grass.
Correspondence: Bruns was told today that the survey for the main street purchase is getting re- printed with the correct signatures. Bank is finished with their portion so the building will be in the church’s possession soon. They are thinking it will be November after harvest that they will start on the demo process of the main street buildings.
