REGULAR BOARD MEETING MINUTES
Meeting Held at Elmwood Village Hall
The Village Board of Trustees met in regular session on Wednesday, July 21, 2021. Chairperson Miki Bruns called the meeting to order at 7:01pm. Bruns stated that a current copy of the Nebraska Open Meetings Act was posted.
Roll Call was answered by Jared Blunt, Pat Wray, Becky Kicak, Renee Holland & Miki Bruns.
Minutes: Kicak made a motion, seconded by Holland to approve July 7,2021 Minutes. RCV: Yes: All approved 5-0
Wray made a motion, seconded by Kicak to approve the Claims and Payroll for July 20,2021 RCV: Yes: All approved 5-0

New Business
Discussion/Action Concession Stand Building – Marshal Vogt
Marshal Vogt shared a vision on behalf of the E-M baseball/softball League that they are wanting to add onto the current concession stand to make it a bigger building for the ease of movement and more space for a chest freezer. Marshal said most of the labor and materials will be by volunteers. Bruns asked Marshal to stake out the dimensions they are wanting to make the concession stand so that the board members can have a better picture of the building size. Bruns told Marshal to turn in a building permit and to also attend the August 4th meeting to discuss further.
Discussion/Action ARPA – Coronavirus Local Fiscal Recovery Fund
Moriah turned in paperwork to the United State Treasury to claim funds for the Village and we were approved. The village has received the first payment of $58,494. Moriah shared some ideas on what the funds can be applied towards. Tabled – Pending presentation form Core & Main on using funds to switch the village over to meter radio reads.
Discussion/Action Ordinance 2021-3 – Master Fee Schedule
Special Designated Liquor License Application - $80 and Animal licensing late fee (per household) - $50 were added to the Master Fee Schedule.
Motion by Wray to waive the 3 readings of Ordinance 2021-3, second by Holland RCV: Yes: All approved 5-0 Kicak read Ordinance 2021-3
Motion by Kicak to approve Ordinance 2021-3 Master Fee Schedule, second by Blunt. RCV: Yes: All approved 5-0
Discussion/Action Limit of dog/cat per household
The board discussed the matter and will have Moriah mail out certified letters to those that are in violation of having more than 4 dogs/cats and also who haven’t registered their chickens with the village this year.
Discussion/Action Governor Update
No update at this time
Discussion/Action update board on A & E park inspection
Bruns contacted the park inspector and he will be coming tomorrow July 22,2021 to inspect the park for a cost of $475. Depending on his inspection report actions will need to be addressed ASAP. Board Member Blunt will be present at the park during the inspection because Jeff will be attending an inspection at the Water Treatment Plant.

Library: No Report
Park: Bruns talked to Jeff and told him the park needs to be weed eated.
Jeff reported that Todd Valley Pluming will be here late this week or Monday to install the drinking fountain.
Streets: Jeff installed the Mopac Trail Banner on Mainstreet. It was reported that B Street had eroded on the sides of the road with all the rain we have gotten. Bruns asked Ed to inspect that and report back to the board with his recommendation.
Water: Inspection tomorrow July 21,2021
Sewer: Level Censor in our holding tanks went bad during all the rain activity so that has been replaced and is functioning like normal.
Planning/Zoning: Next Meeting scheduled for August 16,2021 at 7:00pm
Public Comment:
Correspondence: Bruns spoke with members of the Methodist church on the project of purchasing the condemned main street buildings. The church is in the final process of paperwork with the bank. The church will contact the appropriate people to have all the utilities shut off for demolition. They hope to start the demolition before harvest begins due to the volunteer’s schedule.
Personnel:
Employee Issue: Miki texted Jeff due to him being absent from the meeting to see if he wanted this topic to be in executive session or open to the public. Jeff replied at 11:13am saying it can be discussed in open session with the public present. Ed gave Jeff a list of daily tasks to preform Ed submitted a letter to board members in regard to Jeff’s lack of certain job duties at the water treatment plant. Jeff neglected to check several things when doing his daily tasks and if these issues were to go unsupervised for an extent of time it could cost the town thousands of dollars. The board discussed the matter and the letter from Ed will go in Jeff’s file.
