REGULAR BOARD MEETING MINUTES

Meeting Held at Elmwood Village Hall

The Village Board of Trustees met in regular session on Wednesday, April 7, 2021. Chairperson Miki Bruns called the meeting to order at 7:00pm. Bruns stated that a current copy of the Nebraska Open Meetings Act was posted. Roll Call was answered by Jared Blunt, Pat Wray, Renee Holland, & Miki Bruns. Absent: Becky Kicak

Minutes: Holland made a motion, seconded by Blunt to approve March 17,2021 Minutes. RCV: Yes: Approved 4-0.

Wray made a motion, seconded by Blunt to approve the Claims and Payroll for April 1 - 5, 2021 RCV: Yes: Approved 4-0

Claims: Cass County Refuse $65, E-M School $200, Frontier $353.19, Grainger $110.80, IRS $910.26, Intuit $12.25, Lincoln Journal Star $108.82, MADS INC. $390.35, Mid-American Research Chemical $311, NE Public Health Lab $15.00, NE Dept. of Revenue $193.92, One Call Concepts $15.75, OPPD $3,497.71, SE Area Clerks Assoc. $20, USABlueBook $89.15, Village of Elmwood $86.17, Windstream $201.95, Payroll $4,319.47 RCV: Yes: Motion approved 4-0

New Business

Discussion/Action Date for Elmwood Cleanup Day                                                                                                                                                                                    

Elmwood Village Board set the cleanup date to June 5, 2021 at 8:00am – 12noon. Public is not allowed to bring chemicals or tires. This service is for local residents only.                                                                                          

Discussion/Action Dog Complaints – Maddie Zoz                                                                                                                                   

Dog is no longer at the Zoz residence so there was no further discussion/action needed.                             

Discussion/Action Drainage issue with gutter by Highway 1 and D St.                                                                                                         

Bruns provided pictures to the board regarding the concrete gutter issue in front of Blake Ulmer’s shop at Hwy 1 & D Street. Bauer Underground provided a bid of $5,125 to correct the gutter drainage issue. Holland made a motion to approve the bid of $5,125 from Bauer Underground, second by Blunt. RCV: Yes: Approved 4-0                                                                                 

Discussion/Action Complaints on rock and water drainage on B Street                                                                                                  

Mike winters submitted a letter complaint regarding the rock spillage from B street onto his property. The board discussed purchasing smaller rock to help with packing down the surface of the street. Jeff will call Nebraska Digging for bids on rock and this will be discussed at next meeting. Bruns will also contact Bauer Underground on the drainage complaint with the cement culvert.

Library: Wray made a motion, second by Blunt to approve March 2021 Payroll & claims RCV: Yes: Approved 4-0                      

Park: New push mower needed: Jeff priced out several push mowers and will purchase one from Meeske Hardware. Wray made a motion to approve the purchase of a new push mower that does not exceed $225, second by Holland. RCV: Yes: Approved 4-0                                                                                                                                                                                             

Jeff to inquire on cost to move climbing dome and get woodchips for under the dome/at the park. The dome was removed from the park and now will reside by the baseball field. No date set to move climbing dome but will be mindful of weather and how wet the ground is for installation. Jeff will also purchase stakes to keep the dome secured in place.                                                                                                                                                                                                       

May 1st the Farmers Market at the park will resume for the Spring/Summer                                                                                 

Volunteers have been approved to plant flowers around the park sign that is located by the tree/gazebo. Jeff asked the board if he could use the town tractor to move woodchips from the tree dump area. The board agreed with the understanding that he is volunteering, and that Jeff be aware of the ground being soft or wet before driving tractor into the park. Marie Gregory will continue to touch base with Jeff so that the holes can be dug for the park sign.                                                                                                                                                                                             

Streets: No Report                                                                                                                                                                          

Water: RO system for the Village was installed in 1994. Layne Christensen evaluated several gaskets and valves that were leaking and gave us a bid on repairs for $2,878.85. Tabled for next meeting                                                       

Sewer: Inspection done by state. All repairs have been fixed by Ed and Jeff. Jeff has placed a call to the state regarding his Sewer/Wastewater class in Lincoln that is held end of May.                                                                                                                                                          

Planning/Zoning: Next Meeting is May 11, 2021 @ 7:00pm                                                                                                 

Public Comment: Dawn Romaine 217 W C St. – Questioned if she would need a permit to remove old fencing and a small garden shed. Bruns stated that no permit is needed for tearing down a shed the size of what she has, but land survey will be needed for when permits are submitted to rebuild the garden shed and fence. Correspondence: Thank you card from Carlton family regarding the flowers they received for Connie’s funeral.
