REGULAR BOARD MEETING MINUTES
Meeting Held at Elmwood Village Hall
The Village Board of Trustees met in regular session on Wednesday, March 17, 2021. Chairperson Miki Bruns called the meeting to order at 7:00pm. Bruns stated that a current copy of the Nebraska Open Meetings Act was posted. Roll Call was answered by Jared Blunt, Becky Kicak, Renee Holland, & Miki Bruns. Absent: Pat Wray
Minutes: Holland made a motion, seconded by Kicak to approve March 3,2021 Minutes. RCV: Yes: Approved 4-0.
Kicak made a motion, seconded by Holland to approve the Claims for March 16-17, 2021 and Payroll for March 17,2021. RCV: Yes: Approved 4-0

Discussion/Action Ordinance 2021-2 – Go Various purpose Bonds, Series 2021 (Brad Slaughter)
Blunt made a motion, second by Holland to waive the 3 readings. RCV: YES: Approved 4-0

Discussion/Action Drainage issue with gutter by highway 1 and D St.
TABLED – Need further information and looking into the budget.
Discussion/Action Elmwood Cleanup day
TABLED – Board members need to check their schedules to see what volunteer date works for everyone.
Discussion/Action Elmwood clean up on trail and streets
The board suggested posting on the Village Facebook to see if there are any groups interested in doing this volunteer cleanup project.
Discussion/Action Cass County Board of Commissioners letter
The Cass County Board of Commissioners wrote a letter to the Village about a few options they put together for the recycling containers. Upon the board’s consideration they feel that the cons outweigh the pros and don’t think the recycling containers would be a good outcome with having to manage and maintain what people are putting in the containers and the cost isn’t feasible.
Discussion/Action Park sign
Miki briefed the board members on the park sign and we need to get the park sign put in place at the park because it was a requirement for the grant process that was done for the park. The cost of the supplies to get the sign set in place should be around $150 or less to install. Holland made a motion, second by Kicak for the town to $150 or less in supplies for installation of the park sign. RCV: YES: Approved 4-0
Discussion/Action Moriah taking laptop home during maternity leave
Bruns suggested that it would be a good idea for Moriah to take the laptop home to work on office stuff in spare time and just keep in contact with Bruns on the tasks being performed. Kicak made a motion, second by Holland to approve Moriah taking the laptop home during her maternity leave. RCV: YES: Approved 4-0
Unfinished Business
Discussion/Action Summer help flyer and starting wage
Board members agreed $10 was a good starting wage and stated dates of employment for the summer helper position. Moriah will edit the flyer to the appropriate dates and post at the 3 legal posting places, E-M Highschool and on the Village Facebook page.
Reports/Boards, Commissions, and Committees
Library: Kicak made a motion, second by Blunt to approve 3/1/2021 Claims and 3/5/2021 Payroll. RCV: YES: Approved 4-0
Park: Jeff will get the bathrooms ready to go and opened for the upcoming events at the park. Someone was loosening bolts on the playground equipment which caused a kid to fall, and the retaining wall blocks were getting moved around so Jeff got those things fixed. If you witness any of this stuff happening please report to the Village office.
Streets: Jeff fixed several STOP signs that were falling over from all the rain in the construction areas.
Water: Jeff passed his water test and will supply Moriah with a copy to keep on file.
Sewer: a tree limb fell by the sewer plant and was sitting on the fence, so Jeff got that cleaned up.
Planning/Zoning: Next Meeting is April 13, 2021 @ 7:00pm
