REGULAR BOARD MEETING MINUTES
Meeting Held at Elmwood Village Hall
The Village Board of Trustees met in regular session on Wednesday, November 4, 2020. Chairperson Miki Bruns called the meeting to order at 7:00pm. Bruns stated that a current copy of the Nebraska Open Meetings Act was posted. Roll Call was answered by Jared Blunt, Pat Wray, Dave Ernst, Becky Kicak & Miki Bruns at 7:00pm.
Minutes: Wray made a motion, seconded by Kicak to approve October 21, 2020 Minutes. RCV: Yes: All. Approved 5-0.
Kicak made a motion, seconded by Ernst to approve the Claims for October 29, November 3 & 4, 2020 and payroll for October 28,2020. RCV: Yes: All Approved 5-0

New Business
Discussion/Action Complaint on Overgrown Back Yard – 208 West D. Street
The complaint was discussed with the board members and they looked over pictures of the yard. The Board members agreed to send a courtesy letter to the property owner to have the yard maintained by spring.
Discussion/Action Complaint on the new guard rail at the end of East E. Street
The board has received two complaints regarding the Guard Rail installed at the end of East E. Street. Ed brought up the issue about the guard rail to Bauer during a walk through and what we were wanting in that area, but the current guard rail cost the town $1,000. Bruns will contact Scott for JEO and see what can be done with the current guardrail.
Unfinished Business
Discussion Street Project
Bauer construction crew chipped the concrete on the sidewalk by the bank. The bank had them cut back 6 feet on the sidewalk to have it tie in the right way and will backfill the sidewalk area. Bauer is planning to start planting grass tomorrow. Pavers will be laying asphalt Thursday or Friday. Ed and Jeff will be present for the final Street project walk through next Friday, November 13,2020.
Discussion/Action Governor’s update
They did not hold a Governor’s update call today.
Discussion/Action Extravaganza update
Bruns attended the EMMA meeting and let the board know that they still plan on having this event and closely monitoring the current guidelines. They plan on having Santa present but not having close contact with kids. Craft Event is still on for this event and following the current guidelines as well.
Discussion/Action Lease Agreement for old office- Zoning/Sealed Bids
The Museum doesn’t want to take on the expense of the building at this time. Board members discussed the lease and did not take action at this meeting. Tabled to next meeting.
Reports of Boards, Commissions, and Committees
Library: Claims/Payroll: Motion made by Kicak, second by Ernst to approve the November 2, 2020 payroll and claims. RCV: Yes. All. Approved 5-0
The Library will be handing out to go bags for the kids at the Holiday Extravaganza Event.
Park: Jeff turned the heat on in the bathrooms.
Streets: Jeff purchased the metal that will be used to modify the retention pond drainage tube cover so no kids can get in. Jeff will arrange on getting that installed.
Water: Jeff insulated well 6 in preparation of winter. Moriah let the board know that the water main break back in June is all settled with insurance. The insurance company covered all expenses.
Sewer: Jeff and Ed almost have the clarifier unclogged and are trying to get the issue resolved themselves to avoid bringing in a company that will cost the town $10,000.
Planning/Zoning: Next Meeting is on November 16, 2020 @ 7:00pm
