REGULAR BOARD MEETING MINUTES
Meeting Held at Elmwood Village Hall
The Village of Elmwood Board of Trustees met in regular session on Wednesday, June 17, 2020 at the Elmwood Village Hall. Chairperson Miki Bruns called the meeting to order at 7:00pm. Bruns stated that a current copy of the Nebraska Open Meetings Act was posted. Roll Call was answered by Angela Lancaster, Pat Wray, Becky Kicak, Dave Ernst, and Miki Bruns.
Kicak made a motion, seconded by Ernst to approve the June 3, 2020 minutes with the correction of “Kune” to “June” and “Regualr” to “Regular” in the top portion. Also, the correction in the opening “at” to “that”. RCV: Yes: All. Motion approved 5-0.
Wray made a motion, seconded by Lancaster to approve the payroll, and claims as presented. Claims: ADP: $42.00, Black Hills Energy $118.25, Christiansen Tree Service $1080, Elmwood Small Engine $34.18, Frontier Coop $175.20, Gordon Electric $85, JEO Consulting Group Inc. $1570.25, Midwest Laboratories $353.13, Municipal Supply $82.34, Nebraska Dept. of Revenue $2457.63 Payroll: $3734.45 RCV: Yes: All. Motion approved 5-0.
New Business
Presentation by Kurk Shrader & Bonnie Brewer for the plans with the building on South 4th Street. G.A.R and Aldrich are running out of space at their current locations. G.A.R. and Aldrich are interested in the Village being a tenant at the 4th Street location. There would need to be improvements to make the building handicap accessible. Bruns stated that we need to compare the cost of utilities.
Wray made a motion and Kicak seconded to approve Resolution No. 06172020. RCV: yes - motion approved 5-0
Wray made a motion, seconded by Ernst, to waive the three (3) readings of Ordinance No. 2020-8. RCV: motion was approved 5-0. Motion by Kicak and second by Ernst to approve Ordinance 2020-8 with changes to Blunt’s salary. RCV: yes all – motion approved 5-0
The discussion on adding a phone line at the water plant incase of an emergency. Need to look into what that would cost.
Discussion with the sewer pump repair. Options were to repair the broken pump or get a new one. Wray motioned to purchase new pump in the same brand for approximately $5600. Kicak seconded it. Motion approved 5-0
Bruns reported that Governor Pete Ricketts current June Report with Covid-19 was updated and that can be viewed online on the Nebraska Page
Discussed Volunteer Nebraska. Bruns shared information that was emailed but tabled until they provide more information.
Unfinished Business
Bruns reminded everyone about town clean-up this Saturday, June 20th 8 a.m. – 12 p.m.
Discussed the tree on B St that has dead limbs that need removed. Ed and Curt inspected the tree and found that it is starting to crack down the middle. Curt is getting estimates to have the tree removed/trimmed that is on town property.
Discussed the street project will be starting on June 23rd. Bruns stated that Bauer Underground will submit payment by the 3rd week of the month.

Library: None
Park: Restrooms are open at park. Elmwood Resident Katie Wright brought up the Safety of the Firework Stand in the park. We will tape off the grills so they cannot be used. Bruns will check with the stand owners to discuss placement of the stand allowing ample distance from houses.
Streets: Curt is painting new lines on the streets around town.
Water: Booster Pump is running on one pump. Curt is going to get a quote for the replacement of the new pump.
Sewer: Generator needs oil changed. It also needs regular maintenance; Curt got a quote from Nebraska Generator Service LLC for $639.71 annually. Motion Kicak 2nd Lancaster to purchase Nebraska Generator Service. RCV: yes, motion Approved 5-0
