BOARD OF TRUSTEES
April 15, 2020 – 7:00 PM
REGUALR BOARD MEETING MINUTES
Meeting Held at Elmwood Village Hall
The Village Board of Trustees met in regular session on Wednesday April 15, 2020. The meeting was Called to order at 7:00 PM. Chairperson Miki Bruns stated that a current copy of the Nebraska Open Meetings Act was posted. The Open Meeting was held via video conferencing w/ Zoom. Roll Call was answered by Angela Lancaster, Becky Kicak, David Ernst, and Miki Bruns.
Excused Absence: Pat Wray
Becky Kicak made a motion, seconded by David Ernst to approve the April 1, 2020 meeting minutes. RCV: Yes: All. Motion approved 4-0.
David Ernst made a motion, seconded by Becky Kicak, to approve the payroll and claims as presented.
RCV: Yes: All. Motion approved 4-0.
E. New Business
1. Discussion/Action on Ordinance 2020-4. Creation of Street Improvement Districts 2020-1 and
2020-2.
Becky Kicak made a motion, seconded by David Ernst, to approve for final passage, Ordinance # 2020-4, creating two street improvement Districts (Numbers 2020-1 & 2020-2) in the Village of Elmwood, Nebraska, authorizing the construction of street improvements therein at public cost and ordering the publication of the ordinance in pamphlet form and to wave the three readings of the ordinance. RCV: Yes: All. Motion Approved 4-0.
2. Discussion/Action of Resolution 15042020. Notice of Creation of Street Improvement Districts.
Becky Kicak read out loud the information on the ordinance and introduced Resolution #
15042020 to hold a hearing on Wednesday, May 20, 2020 at 7:00 PM regarding the street improvements and creation of the two districts. David Ernst made a motion, seconded by Becky
Kicak to pass the resolution and to publish the Notice of Creation in the next two publications
notifying homeowners of the hearing that is set for Wednesday, May 20, 2020 at the City Hall
office. RCV: Yes: All. Motion approved 4-0.
3. Governor Updates from April 8 & April 15, 2020 Conference calls.
Board Chair, Miki Bruns reported on the conference calls held with Governor Pete Ricketts.
Some of the highlights of the conference calls were as follows:
• Towns, Villages etc. can hold their annual garage sales, providing 250 people
or more were not present at any one location at a given time.
• If utility bills are going unpaid, it needs to be documented from the homeowner the reason is related to Covid-19.
• Social distancing seems to be working, continue to stay home and stay healthy.
• Restaurants and bars can sell supplies and do not have to adhere to the usual
restrictions on labeling.
• Should people want to congregate in their cars, they are able to if there is no
food exchanged.
• Currently, no sports until the end of May. Updates to follow.
The governor is hosting the conference calls on a regular basis, Miki Bruns encouraged people
to contact her should they have questions that she may present to the Governor on the next conference call.
4. Discussion/Approval of Lincoln Journal Star billing invoice.
Kristen Janssen advised the board there was a previous balance brought forward as the newspaper bills quarterly and is based on the number of words being published.
The board indicated that was enough information and to move forward in paying the bill.
F. Unfinished Business
1. Discussion/Action on Village Credit Card
Miki Bruns stated she and Kathy Steffen had talked with the bank representative regarding
the Visa credit card application process, whereby each person who had approval to use the credit
card needed to provide their Social Security number for identification purposes only as the
responsible party would be the Village of Elmwood. In this instance, the appropriate people
approved to use the credit card would be Kathy Steffen, Village Clerk and Curtis Klabenes, Village
Maintenance.
2. Discussion on status of water Plant phone billing invoice.
Kristen Janssen reported she had contacted the appropriate party at Windstream and requested
a credit be given to the Village as the phone installation was not what was originally ordered.
A subsequent email was received from Windstream, notifying us a full credit would be generated.
Kristen Janssen noted that Kathy Steffen would be looking into other options for telephone service
and report her findings back to the Board.
3. Discussion/Action on Village clean up date
It was agreed on the Village of Elmwood’s annual clean update would be the weekend after the
local garage sales. The annual clean-up will be Saturday, June 20, 2020 from 8:00 AM until Noon.
All Board members are asked to participate.
4. Discussion/Action on Monkey Bars at Sewer Plant
The Board discussed the option of moving the Monkey Bars to the Mini Park here in Elmwood. They have requested Kathy Steffen to check to make sure there are not any insurance obstacles and to report back and include it on the next Board agenda.
G. Reports of Boards, Commissions, and Committees
Library: None
Park: It was noted that not more than 10 kids/people are in the park at any one given time and are
complying with the social distancing. Curtis Klabenes could not locate the large quantity of bleach
currently due to Covid-19 to spray the playground equipment.
Streets: Curtis Klabenes noted the rock had been laid in the designated alley ways.
Water: Repairs on Well # 3 had been completed.
Sewer: None
Planning/Zoning No meetings have been held due to the Virus outbreak and the Board was unaware if any dates have been set for future meetings.
H. Public Comment Period
Mike Winters inquired about some acreage that had been recently purchased just south of Elmwood
and wondered if the new owners were planning on building a new home. Kristen Janssen indicated
that yes, that was going to be the case down the road.
BJ asked if there was any news that the Board could share regarding the buildings on Main Street.
Miki Bruns indicted there was no information that could be shared at this time.
