Board of Trustees Regular Meeting
June 20, 2017
The Village of Elmwood Board of Trustees met in Regular Session with Trustees Anderson, Baer, Hovick, Krass, and Chairperson Wray presiding. The meeting was called to order at 7:00 p.m. Chairperson Wray declared the “Open Meeting Act” posted. All signed the “Notice of Acknowledgement of Meeting”. Visitors present included Geoff and Tami Schneider, Trent and Karen Shrader, Kurk Shrader, Jim Wolcott, Michael Bestwick, Eugenia Bornemeier, Eric Beiermann, Lou Allgayer.
Motion by Hovick to approve the minutes of the June 7, 2017 Regular Board Meeting as presented; second by Baer. Vote: Yes: All. Motion approved.
REPORTS OF BOARDS, COMMISSIONS, AND COMMITTEES: Streets: NDOR has agreed to raise the drain on south edge of Elmwood Hwy 1. Ed will check on cost to jet the plugged tube which runs under the highway. Library: No Report. Water: Trail Ridge Subdivision samples tested 0/0; Coliform 0/0. Sewer: Start 24-hr composite testing.
Unfinished Business: Eric Beiermann of Olsson Associates reported that K2 Const has almost completed the project with a few smaller items to finish. He recommends leaving the detention pond matting in place as is. Clean-Up Day went well with 2.5 roll-off trailers being filled with debris.
New Business: Trent Shrader spoke in regard to a Business-Ag Coalition where he volunteers. Contact the office for further information. Tree removal behind Aldrich House: Motion by Krass with second by Baer to remove the maple tree on village property near Elmwood Christian Church. Vote: Yes: All, No: None. Motion approved. Fence Permit @109 S 3rd – Geoff Schneider: Motion by Krass to approve the fence permit for 109 S 3rd St; second by Anderson. RCV: Yes: Anderson, Krass, Hovick, Wray; No: None; Abstain: Baer. Motion approved. Fence/Deck Permits for 113 S 3rd – Brody Baer: Motion by Hovick with 2nd by Krass to approve the fence permit w/shared property line. RCV: Abstain: Baer; Yes: Anderson, Hovick, Krass, Wray; No: None. Motion approved. Motion by Krass with 2nd by Hovick to approve the deck permit for 113 S 3rd St. RCV: Yes: Hovick, Krass, Anderson, Wray; Abstain: Baer; No: None. Motion approved.

Motion by Baer to enter Executive Session to discuss the PT Maintenance position; second by Hovick. RCV: Yes: All. Motion approved. The Board entered Executive Session at 8:21 p.m. Motion by Anderson to exit Executive Session; second by Hovick. RCV: Yes: All. Motion approved. The Board exited Executive Session at 8:29 p.m.
Motion by Hovick to release PT Maintenance person, Michael Rice, from his employment with the Village of Elmwood (the Village would welcome his reapplication next year); second by Anderson. RCV: No: Krass, Baer; Yes: Hovick, Anderson, Wray. Motion approved. Motion by Anderson to increase Luke Dlouhy’s pay from $9/hr to $10/hr based on his experience; second by Hovick. RCV: Yes: Baer, Anderson, Hovick, Krass, Wray. Motion Approved.
There being no further business, the meeting was adjourned at 8:53 p.m.
