Liquor License Hearing - Board of Trustees Regular Meeting
October 19, 2016
The Village of Elmwood Board of Trustees met in Regular Session with Trustees Anderson, Baer, Krass, and Wray present with Chairperson Wilhelm presiding. The meeting was called to order at 7:00 p.m. Chairperson Wilhelm declared the “Open Meeting Act” posted. All signed the “Notice of Acknowledgement of Meeting”. Visitors present included Jack Hovick, Blake Ulmer, Adam Danley, Eugenia Bornemeier, Chadd & Lindsey Bornemeier. Ed Blunt and Connie Carlton were also present.
Motion by Wray to approve the minutes of the October 5, 2016 Village of Elmwood Board of Trustees meeting as presented; second by Anderson. Vote: Yes: All, No: None; Motion approved.
REPORTS OF BOARDS, COMMISSIONS, AND COMMITTEES: Streets: North 6th St and East E/North 5th Street drainage/culvert work to begin first week of November. Park: The Land and Water Grant was submitted last week. Library: No Report. Water: Sept Water Stats – 1,407,000 gallons pumped; 1,264,000 gallons treated; 143,000 gallons wasted; average daily use 55,000 gallons; nitrates average at 5.4 mgl WNL. Sewer: UV lights are cleaned and in storage; 24-hr composite WNL. Planning/Zoning: October 18th Minutes approving the conditional use permit for The Quonset Bar & Grill.
Unfinished Business: Fence permit for Dan Rice at 117 South 4th Street – Motion by Anderson with second by Baer to approve the fence permit. Vote: 5-0; motion approved. Building Permit for Adam Danley – Motion by Baer to approve the garage building permit based on new information; second by Wray. Vote: 5-0; motion approved.
New Business: Motion by Wray to nominate Brody Baer to be Utilities Commissioner; second by Krass. Vote: 5-0; motion approved. Homeowner at 116 East D Street would like trees on village right-of-way trimmed or removed; will have Christiansen Tree Service quote to trim trees. Chairperson Wilhelm would like to see a veteran’s memorial at park or GAR Hall; will speak with Bonnie Brewer regarding the issue. Christmas Candy – Motion by Wray to approve the purchase of candy/fruit for Elmwood Extravaganza, not to exceed $500.00 with second by Krass. Vote: 5-0; motion approved. Trustee Wray spoke with regards to Economic Development Funds available for use by businesses; criteria to be set for application and use. Trista Farrens will attend December 7th Board Meeting regarding the subject. Motion by Wray to compensate David Ernst for the 2016-17 Budget Prep in the amount of $500.00; second by Anderson. Vote: 5-0; motion approved.
The Liquor License Hearing for the The Quonset Bar & Grill located at 126 South 4th Street was opened for public comment at 8:10 p.m. No public comment regarding the liquor license application was heard. The public hearing was closed at 8:15 p.m. Motion by Wray to approve the liquor license application for Chadd & Lindsey Bornemeier, DBA The Quonset Bar & Grill; second by Baer. RCV: Yes: All; No: None. Motion approved.
