Board of Trustees Regular Meeting

August 17, 2016

The Village of Elmwood Board of Trustees met in Regular Session with Trustees Anderson, Allgayer, Wray and Krass present with Chairperson Wilhelm presiding. The meeting was called to order at 7:00 p.m. Chairperson Wilhelm declared the “Open Meeting Act” posted. All signed the “Notice of Acknowledgement of Meeting”. Visitors present included David Ernst, Ryan Anderson, Jack Hovick, Alicia Clements, Clint & Tanner Bornemeier, Terry Galloway, Terry Bevans, Eric Beiermann, Tim Callaway, Heather Carver, Danielle Dunker, Dick Neels, and Kevin Huxhold. Ed Blunt and Connie Carlton were also present.

Motion by Wray to approve the minutes of the August 3, 2016 Village of Elmwood Board of Trustees meeting as presented; second by Anderson. Vote: Yes: All, No: None; Motion carried.

REPORTS OF BOARDS, COMMISSIONS, AND COMMITTEES: Streets: Will have Evan Wickersham, Street Superintendent, address issue of overlay by state causing drainage/runoff problems on South 4th St. Park: No Report. Library: No Report. Water: Test samples transported to Lincoln. Water leak on S 4th St – Service shut off until repaired. Sewer: Composite testing WNL. Planning/Zoning: No Report.

Unfinished Business: Eric Beiermann of Olsson Associates presented a drainage proposal with a retention pond, a final plat, cost-benefit analysis, and redevelopment plan for the Trail Ridge Subdivision. Will advertise for bids of the upcoming drainage/street project in September with work to start in October. Motion by Wray to accept an amendment to the bid “to add work on C Street”; second by Krass. RCV: Yes: All, No: None. Motion approved. Motion by Wray to amend the prior amendment to the bid process to include an alternate of adding 6” pipe from 4” pipe at 1st St to B St, 1st St to C St/2nd St; second by Krass. RCV: Yes: All, No: None. Motion carried.

New Business: Terry Galloway presented the 2016-17 Budget to the Board with his recommendations. The Budget Hearing will be September 7, 2016. A letter was received from Louie Allgayer, Board Member – “I, Louie Allgayer, am resigning from the Elmwood Village Board as of the closing of the meeting, August 17, 2016.” Motion by Wray to accept the resignation of Louie Allgayer as of the closing of the meeting, August 17th; second by Anderson. Vote: Yes: All, No: None. Motion carried. Curt Wilhelm, Chairperson, thanked Lou for his many years of service to the community. His experience and knowledge will be truly missed.

Motion by Krass to approve the claims as submitted for payment; second by Allgayer. RCV: Yes: Allgayer, Krass, Anderson, Wray, Wilhelm; No: None; Motion approved.

Personnel: PT Maintenance Position will be posted.

There being no further business, the meeting was adjourned at 10:00 p.m.
