Public Hearing/Board of Trustees Regular Meeting
August 3, 2016
The Village of Elmwood Board of Trustees met for Public Hearing and in Regular Session with Trustees Anderson, Allgayer, and Krass present with Vice-Chairperson Wray presiding. Chairperson Wilhelm was absent. The meeting was called to order at 7:00 p.m. Vice-Chairperson Wray declared the “Open Meeting Act” posted. All signed the “Notice of Acknowledgement of Meeting”. Visitors present included David Ernst, Ryan Anderson, Jack Hovick, Heather & Joe Bornemeier, Ben Kastens, and Eugenia Bornemeier. Ed Blunt and Connie Carlton were also present.
Motion by Anderson to approve the minutes of the July 20, 2016 Village of Elmwood Board of Trustees meeting as presented; second by Krass. Vote: Yes: All, No: None; Absent: Wilhelm. Motion carried.
REPORTS OF BOARDS, COMMISSIONS, AND COMMITTEES: Streets: Trustee Krass will contact County re: bridge paving on West D Street. Park: Park Needs/Wants Survey will be available within the next two weeks. Library: June/July Librarian Reports and minutes presented. Motion by Anderson to approve the claims as presented; second by Allgayer. RCV: Yes: Anderson, Krass, Allgayer, Wray; No: None; Absent: Wilhelm. Motion approved. Water: June 2016 Water Rate Study presented. Testing for copper, lead, annual haloacetic acids, and annual total trihalomethane to be completed. Sewer: A 24-hour composite test will be completed. NE Energy Office inspected plant. Planning/Zoning: July 28th Minutes.
Unfinished Business: Building permit for Joe & Heather Bornemeier – Motion by Krass to approve the building permit for a new home contingent upon final survey to be attached to permit; second by Allgayer. Vote: Yes: All; No: None; Absent: Wilhelm. Motion approved.
New Business: Public Hearing for the preliminary plat, cost-benefit analysis, and redevelopment plan convened at 7:40 pm. No Public Comment was received. Motion by Anderson to close the public hearing at 7:43 pm; second by Krass. Vote: Yes: Anderson, Krass, Wray, No: None, Abstain: Allgayer, Absent: Wilhelm. The Public Hearing was closed at 7:43 p.m. Voting on these subjects will be conducted at the August 17, 2016 Board of Trustees regular session meeting. RESOLUTION NO. 08032016 – A RESOLUTION OF THE BOARD OF TRUSTEES OF THE VILLAGE OF ELMWOOD, NEBRASKA, APPROVING THE PRELIMINARY PLAT FOR THE TRAIL RIDGE RESIDENTIAL DEVELOPMENT – Motion by Kass to approve the preliminary plat for Trail Ridge Subdivision as presented with second by Anderson. Vote: Yes: Anderson, Krass, Wray; No: None; Abstain: Allgayer; Absent: Wilhelm. Motion approved. Building permit for a new concrete patio for Carol VanAckern at 324 East D Street – Motion by Krass to approve building permit for the concrete patio as presented; second by Allgayer. Motion approved. The preliminary 2016-2017 Budget for the Village was presented to the Board by David Ernst for discussion. A budget workshop will be held Tuesday, August 9th at 7:00 pm in the City Hall. This workshop is open to the public and has been posted in three places.

Motion by Allgayer to approve the claims as amended by removing Cash Receipt Checks to Pat Wray and Julie Anderson from the report; second by Anderson.
