Board of Trustees Regular Meeting
April 20, 2016
The Village of Elmwood Board of Trustees met in Regular Session with Trustees Allgayer, Anderson, Krass, and Wray present with Chairperson Wilhelm presiding. The meeting was called to order at 7:00 p.m. Chairperson Wilhelm declared the “Open Meeting Act” posted. All signed the “Notice of Acknowledgement of Meeting”. Visitors present included: Travis Frazier, Nancy Vogt, Ryan Anderson, Harold Justus, Andy Clements, Jean Reinke, and Jack Hovick. Ed Blunt and Connie Carlton were also present.
Motion by Anderson to approve the minutes of the April 6, 2016 CDA Hearing meeting as presented; second by Wray. Vote: Yes: All, No: None. Motion carried. Motion by Allgayer to approve the minutes of the April 6, 2016 Board of Trustees meeting; second by Anderson. Vote: Yes: All, No: None. Motion carried.
REPORTS OF BOARDS, COMMISSIONS, AND COMMITTEES: Streets: Motion by Allgayer to accept Hein Construction’s estimate for street crack sealing of .40/linear foot, not to exceed $2,500.00; second by Wray. RCV: Yes: All, No: None. Motion carried. Park: Girls bathroom faucet replaced. Discussed fundraising to purchase additional park equipment. Will determine short and long term plans for the park. Library: March 2016 Librarian’s Report. Water: Water usage for March 2016 – 1,498,000 gallons pumped; 1,306,000 gallons treated; 192,000 gallons wasted RO; average nitrates 5.9; average daily usage 41.83 K.. Sewer: Jet pump replaced. A 24-hr composite test within normal limits. Six loads sludge hauled from sewer plant. Special Events: Bubble Soccer Fundraiser September 11, 2016 in the park, with rain date September 18, 2016.
Unfinished Business: Village Insurance Policy Renewal – Motion by Allgayer to approve renewal of the annual policy with Clements Insurance Co. of $10,136 for property/liability in addition to $3,077 for workmen’s compensation; second by Anderson. RCV: Yes: All, No: None. Motion carried. Christiansen Tree Service found that the tree at 320 North 3rd St was healthy and no trimming will be done at this time. Trees at 324 East D St, 208 East D St, and one at 6th & E St. will be trimmed. Motion by Wray to approve Christiansen Tree Service estimate to remove branches for $635.00; second by Allgayer. Vote: Yes: All, No: None. Motion carried. Ryan Anderson of Rutalkn Inc. updated the board on the progression of the new housing development. Engineers should have preliminaries in a few weeks and then annexation of this property will begin.
New Business: Building permit applications for a new home at 207 North 3rd Street by Frazier Construction and an extension of a front porch by Harold Justus at 311 West F Street were received. Motion by Wray to approve the building permit for a new home at 207 North 3rd Street; second by Krass. Vote: Yes: All, No: None. Motion carried. Motion by Krass to approve a building permit to extend the porch at 311 West F Street; second by Allgayer. Vote: Yes: All, No: None. Motion carried.

New Business: Grant for Utility Mapping – Motion by Wray to apply for the NE Health & Human Services GIS Utility Mapping Security Grant of $10,000; second by Krass. Vote: Yes: All, No: None. Motion carried. JEO Consulting Group will be contacted to proceed with the grant application process. The March 2016 Treasurer’s Report was presented. Motion by Wray to approve the treasurer’s report contingent on findings for park profit/loss statement; second by Allgayer. Vote: Yes: All, No: None. Motion approved.
