Board of Trustees Regular Meeting
January 20, 2016
The Village of Elmwood Board of Trustees met in Regular Session with Trustees Allgayer, Anderson, and Krass with Vice-Chairperson Wray presiding. Chairperson Wilhelm was absent from the meeting due to illness. The meeting was called to order at 7:00 p.m. Vice-Chairperson Wray declared the “Open Meeting Act” posted. All signed the “Notice of Acknowledgement of Meeting”. Visitor present was: Debra McNaught. Ed Blunt and Connie Carlton were also present. Motion by Allgayer to approve the minutes of the January 6, 2016 Regular Board Meeting as presented; second by Anderson. Vote: Yes: All, No: None. Motion approved.
REPORTS OF BOARDS, COMMISSIONS, AND COMMITTEES: Streets: Five bags ice melt purchased. Park: No Report. Library: January Board Meeting Minutes. Water: New heater installed this week. December Water Stats: Incoming 1,753,000 gallons; Treated 1,547,000 gallons; Wasted through RO 206,000 gallons; average daily usage 51.58 gallons; average nitrates 6.7. Testing within normal limits; no lead. Sewer: A 24-hour composite sample within normal limits. Planning/Zoning: Special Meeting Febrary 18, 2016 to discuss blight study.
Unfinished Business: Certified Motion to Abate - In the regular meeting of the Elmwood Village Board of Trustees held on January 20, 2016, and assembled in the Village Office, 113 West E Street, Elmwood Nebraska, the Governing Board took the following action: It was moved by Anderson with second by Allgayer to abate the nuisance property identified by the following case number and address: CASE #2015-Elm-004 Address: 209 East D Street. As per SECTION 4-303: NUISANCES; ABATEMENT PROCEDURE: Municipal Code: RCV: Aye: Allgayer, Anderson, Wray; Nay: Krass. Motion carried.
New Business: Proposed Animal Ordinance discussed with first reading scheduled for Febr. 3rd board meeting. December 2015 Treasurer’s Report presented for approval; motion by Anderson with second by Allgayer to approve report as presented. RCV: Yes: All, No: None. Motion approved.
Presentation of Claims for Payment: Black Hills Energy $424.15 (natural gas); D.R. Ortlieb Trucking $303.42 (rock hauling); Meeske Ace Hardware $23.36 (supplies); Midwest Farmers Cooperative $241.29 (fuel/ice melt); Midwest Labs $113.42 (Dec. testing supplies); NE Dept of Revenue $1,297.80 (Dec. sales/use tax); NMPP $275.00 (office supplies); One Call Concept $18.35 (811 locate services); Payroll $2,397.94; Scott Bornemeier LLC $53.00 (computer repair); US Treasury $3,018.44 (Dec. federal payroll deposit); Verizon Wireless $69.00. Motion by Anderson to approve the claims as presented for payment; second by Krass. RCV: Yes: Anderson, Krass, Allgayer, Wray. No: None. Motion approved.
There being no further business, the meeting was adjourned at 8:00 p.m.
