Board of Trustees Regular Meeting
October 21, 2015
The Village of Elmwood Board of Trustees met in Regular Session with Trustees Allgayer, Krass, Anderson, Wray, and Chairperson Wilhelm presiding. The meeting was called to order at 7:03 p.m. Chairperson Wilhelm declared the “Open Meeting Act” posted. All signed the “Notice of Acknowledgement of Meeting”. Visitors present were Jennifer Brettmann, Reilly Kuenning, Rich Kuenning, Robert Clements, Andy Clements, Pat Beckmann, and Teresa Brown. Ed Blunt and Connie Carlton were also present. Motion by Allgayer to approve the minutes of the October 7, 2015 Regular Board Meeting as presented; second by Anderson. Vote: Yes: All, No: None. Motion approved.
REPORTS OF BOARDS, COMMISSIONS, AND COMMITTEES: Street: No Report. Park: Painting is complete for this year. The spring toys are in need of paint and repair to tighten the springs. Library: September 2015 Librarians Report and Minutes were presented. Water: 1,821,000 gallons pumped; 1,620,000 gallons treated; 201,000 gallons wasted; average daily use 60,700 gallons; average nitrates 4.3 mgl; Sept water rate study presented. The new bench scale was installed. Sewer: The power supply failed at the sewer plant on Friday, October 16. A new power supply has been installed with battery backup functional. Composite sample normal.
Unfinished Business: The Board signed off on the Eagle Scout project for the GaGa Ball Pit organized by Reilly Kuenning. Tree Dump Site: The site has been mowed. Information is still being gathered on costs associated with the moving of the tree dump site such as a surveillance camera $900 and 4-6 concrete dividers at 0 each plus hauling. Jennifer Brettman updated the Board on her claim for sewage backup being denied; she has sent an appeal to Continental Western Insurance. The Cat Ordinance will be read at the next meeting.
New Business: Building permit for 1615 298th Street will be discussed at a future meeting as homeowner did not attend meeting. The Board will be updating policies in the Personnel Handbook. Discussion followed the reading of a letter addressed to the Village Board from Frank Tentler regarding the water rate increase.

Motion by Wray to approve the claims as presented for payment; second by Allgayer. RCV: Yes: All, No: None. Motion approved. There being no further business, the meeting was adjourned at 9:38 p.m.
