VILLAGE OF ELMWOOD
Board of Trustees Regular Meeting
September 16, 2015
The Village of Elmwood Board of Trustees met in Regular Session with Trustees Allgayer, Krass, Anderson, Wray, and Chairperson Wilhelm presiding. The meeting was called to order at 7:00 p.m. Chairperson Wilhelm declared the “Open Meeting Act” posted. All signed the “Notice of Acknowledgement of Meeting”. Visitors present were Bob Engles, Andy Clements, Jennifer Brettmann, Deanna Sporhase, Becky, Sara, and Brandon Krusemark, Pat Kennedy, Teresa Brown, and Eugenia Bornemeier. Ed Blunt and Connie Carlton were also present.
Motion by Wray to approve the minutes of the September 2, 2015 Budget Hearing and Regular Board Meeting as presented; second by Allgayer. Vote: Yes: All, No: None. Motion approved.
REPORTS OF BOARDS, COMMISSIONS, AND COMMITTEES: Street: Two loads of rock were delivered this week with another load to be delivered soon. Park: Hackberry tree was lost due to high winds. Library: August Librarian’s Report along with August payroll and claims for payment were presented. Motion by Wray to approve claims as presented for payment; second by Allgayer. RCV: Yes: All, No: None. Motion approved. Water: August Stats: 2,170,000 gallons incoming; 1,922,000 gallons outgoing, with 248,000 gallons wasted; average nitrates 5.9; average daily usage 62,000 gallons. Health & Human Services performed routine inspection of plant and records. Sewer: Tort claim presented for sewage backup at 304 East F Street. The 24-hour composite test sent to lab. Planning: Replat of Lots 1 and 2, Block 21, Original Town: Motion by Krass to approve the Replat of Lots 1 and 2, Block 21, Original Town; second by Anderson. Vote: Yes: All, No: None. Motion approved. Special Events: Harvest Moon Run will be Friday, September 18th and the Market-2-Market Run will be held October 3rd. Volunteers are needed for these events.
Unfinished Business: RESOLUTION NO. 09162015: A RESOLUTION OF THE CHAIRPERSON AND BOARD OF TRUSTEES OF THE VILLAGE OF ELMWOOD, NEBRASKA TO ADOPT A RATE INCREASE IN THE WATER UTILITY RATES. BE IT RESOLVED by the Chairperson and the Board of Trustees of the Village of Elmwood, Nebraska: WHEREAS, the Village of Elmwood will adopt an increase in the base rate for water services to meet budget requirements. NOW THEREFORE, the Board resolves to increase the Water Utility base rate an additional $10.25 for basic service, making the base rate $24.00. This increase to the water base rate will begin with the 2015-2016 Fiscal Year. This rate increase will take effect October 1, 2015. Passed and approved this 16th day of September. Motion by Allgayer to approve Resolution 09162015; second by Wray.
RCV: Krass: No; Wray: Yes; Anderson: Yes; Allgayer: Yes; Wilhelm: Yes. Resolution approved. The Board received the final 2015-2016 Budget Report.
New Business: Bob Engles, Former Mayor of Auburn NE, introduced and spoke about community development and small-town viability. Tax Increment Finance funding is “a necessary evil if you want your community to grow”. Several complaints have been received regarding cats and/or feral cats; no action taken. USDA Compliance Review completed Sept. 9th.
