Board of Trustees Regular Meeting
March 18, 2015
The Village of Elmwood Board of Trustees met in Regular Session with Trustees Allgayer, Krass, Wray, Anderson, and Chairperson Wilhelm presiding. The meeting was called to order at 7:00 p.m. Chairperson Wilhelm declared the “Open Meeting Act” posted. All signed the “Notice of Acknowledgement of Meeting”. Visitors present were Eugenia Bornemeier, Diann Stille, Mark Easter, Clint Simmons, Vicki Fleischman, Deanna Sporhase, Michael Bestwick, Douglas Kerns, Jacquet Monaghan, Derald Furguson, Jim Phillips, Ben Kastens, and Chris Vogt. Ed Blunt and Connie Carlton were also present.
Motion by Allgayer to approve the minutes of the March 4, 2015 Regular Meeting as presented; second by Wray. Vote: Yes: All, No: None. Motion approved.
REPORTS OF BOARDS, COMMISSIONS, AND COMMITTEES: Street: Will obtain estimate for concrete replacement at water main break and near school. Park: The water is turned on in the restrooms; women’s restroom faucet will be replaced. Library: No report. Water: Testing within normal limits. Sewer: Testing within normal limits. Special Events: School Community Meeting March 25th.
Unfinished Business: Building Permit for 121 North 2nd Street: Douglas Kerns, Jacquet Monaghan, and Derald Furguson presented statements regarding the building permit as issued. No action taken. ORDINANCE NO. 2015-004: AN ORDINANCE OF THE VILLAGE OF ELMWOOD, NEBRASKA TO REPEAL CODE SECTIONS 91.20 THROUGH 91.25 PROVIDING FOR ABATEMENT OF NUISANCES AND ENFORCEMENT PROCEDURES;; TO REPEAL ALL ORDINANCES, RESOLUTIONS AND PROVISIONS OF THE CODE OF ORDINANCES IN CONFLICT HEREWITH; AND TO PROVIDE EFFECTIVE DATE OF THIS ORDINANCE. An ordinance to provide for abatement of nuisances and enforcement procedures presented with third and final reading of the ordinance. No public comment. Motion by Wray to approve Ordinance No. 2015-004 as read; second by Anderson. RCV: Yes: All, No: None. Ordinance approved. RESOLUTION NO. 03182015: APPOINTING OF A NUISANCE OFFICER. THE BOARD CHAIRMAN AND VILLAGE BOARD OF TRUSTEES OF THE VILLAGE OF ELMWOOD (HEREINAFTER KNOWN AS THE VILLAGE), IN REGULAR SESSION ASSEMBLED AT THE VILLAGE CITY HALL IN ELMWOOD, NEBRASKA ON THIS 18TH DAY OF MARCH, 2015 HEREBY RESOLVE AS FOLLOWS: WHEREAS, The Village desires to appoint a Nuisance Officer pursuant to the Village Code of Ordinances (Ordinance No. 2015-004). WHEREAS, Southeast Nebraska Development District (SENDD) is fully willing, able and qualified to act as Nuisance Officer for the Village. NOW THEREFORE BE IT RESOLVED that the Village approves the appointment of SENDD to act as Nuisance Officer for the Village for a period of twelve (12) months; from March 18, 2015 to March 18, 2016. NOW THEREFORE BE IT FURTHER RESOLVED that the Board Chairman is authorized to sign this resolution, and that any ordinance or resolution in conflict with this Resolution is hereby revoked to any part in conflict herewith. Motion by Allgayer to approve the purchase of soft start motors for the reverse osmosis water plant. Motion by Allgayer to withdraw the previous motion until cost update obtained; second by Wray. Vote: Yes: All, No: None. Motion carried.
New Business: Clint Simmons of LARM (League Association of Risk Management) presentation. He will quote rates for 2015-16 at the April 15th Board meeting. Trustee Allgayer will obtain estimate for street/utility maps for the 2015-16 budget.

Motion by Allgayer to approve the claims as presented for payment; second by Wray. RCV: Yes: All, No: None. Motion approved.
Personnel: Summer Help advertisement has been posted in community, high school, and website. No applications to date. The Village office will be closed the week of March 22-27th due to the Municipal Clerk Institute.
There being no further business, the meeting was adjourned at 8:40 p.m.
