VILLAGE OF ELMWOOD
Board of Trustees Regular Meeting
February 18, 2015
The Village of Elmwood Board of Trustees met in Regular Session with Trustees Allgayer, Krass, Wray, Anderson, and Chairperson Wilhelm presiding. The meeting was called to order at 7:02 p.m. Chairperson Wilhelm declared the “Open Meeting Act” posted. All signed the “Notice of Acknowledgement of Meeting”. Visitors present were Terry Galloway, Andy Snyder, and Eugenia Bornemeier. Ed Blunt and Connie Carlton were also present.
Motion by Allgayer to approve the minutes of the February 4, 2015 Regular Meeting and One & Six Year Street Plan Hearing as presented; second by Wray. Vote: Yes: All, No: None. Motion approved.
REPORTS OF BOARDS, COMMISSIONS, AND COMMITTEES: Street: No Report. Park: No Report. Library: No Report. Water: Testing within normal limits. Sewer: Testing within normal limits. Planning: No Report.
Unfinished Business: Future Street Improvement Project/Bond Discussion held with Andy Snyder from Smith-Hayes Financial and Terry Galloway of Almquist, Maltzahn, Galloway & Luth P.C. Finance options of pure obligation bond vs. a bond of necessity were presented. No action taken at this time. Ordinance No. 2015-004: An ordinance to provide for abatement of nuisances and enforcement procedures presented with first reading of the ordinance.
New Business: Terry Galloway of Almquist, Maltzahn, Galloway & Luth, PC presented the 2013-2014 Audit Report. The annual audit report in its’ entirety is available for viewing at the Village Office.

Motion by Wray to approve the claims as presented for payment; second by Allgayer. RCV: Yes: All, No: None. Motion approved.
There being no further business, the meeting was adjourned at 9:06 p.m.
