One & Six Year Street Plan Hearing/Board of Trustees Regular Meeting

February 4, 2015

 

The Village of Elmwood Board of Trustees met in Regular Session with Trustees Allgayer, Wray, Anderson, and Chairperson Wilhelm presiding. The meeting was called to order at 7:00 p.m. Chairperson Wilhelm declared the “Open Meeting Act” posted. Trustee Krass entered the meeting at 7:07 p.m. All signed the “Notice of Acknowledgement of Meeting”. Visitors present were Pat Beckmann, Jacquet Monaghan, David Sanders. Ed Blunt and Connie Carlton were also present.

 

Motion by Allgayer to approve the minutes of the January 21, 2015 Regular Meeting as presented; second by Anderson. Vote: Yes: All, No: None. Motion approved.

 

REPORTS OF BOARDS, COMMISSIONS, AND COMMITTEES: Street: Snow removal. Battery replaced in tractor. Park: Replacement costs for lights, tree, park sign and plaque were obtained. Library: Claims for approval. Motion by Wray to approve the library claims as presented for payment; second by Anderson. RCV: Yes: All, No: None. Motion approved. Water: Discussion of January 2015 Water Statistics Report; no action taken. Incoming 2,645,000 gallons, Treated 2,318,000 gallons, wasted 327,000 gallons. On January 25th, low water pressure caused by power glitch blowing a fuse. The average nitrates have been low this past month; blend valve has been opened to bring the averages up for February which in turn should bring down the total gallons pumped. Nitrate levels will be monitored. Sewer: On January 30th, #4 Jet Pump not working; wiring repaired. The 24-hour composite test will be completed next week. UV replacement lights have been ordered for Spring installation.

 

Unfinished Business: Future Street Improvement Project/Bond discussion to be held at February 18th Board Meeting. Building permit at 121 North 2nd Street – Discussion regarding the building of a proposed stair/basement door covering. Comments from homeowner, Jacquet Monaghan and neighbor, David Sanders were heard. Motion by Allgayer to approve the building permit for 121 North 2nd Street with approval conditions that a drainage soffit be added to the stair covering; and both the house and new structure drain will be required to run into a drain tile underground towards West E Street so that the underground tile extends at least ten feet past the northern edge of the house towards the street. Variance is given for structure alone to be within the 10 ft setback from property line but not more than 6 ft from neighbor property line, due to house location from edge of property; second by Anderson. Vote: Yes: Allgayer, Krass, Anderson, Wilhelm; No: Wray. Motion approved. Additional Blight Study quote to be obtained.

 

New Business: One & Six Year Street Plan Hearing opened at 8:24 p.m. for public comment; none given. Hearing closed at 8:26 p.m. RESOLUTION NO. 02042015: The following resolution was introduced by Wray, who moved its adoption, seconded by Allgayer, “WHEREAS, the City Street Superintendent has prepared and presented a One Year and Six Year Plan for Street Improvement Program for the Village of Elmwood, and WHEREAS a public meeting was held on the 4th day of February, 2015, to present this plan and there were no objections to said plan; THEREFORE BE IT RESOLVED BY THE Chairperson and Village Board of Trustees of Elmwood,

Nebraska, that the plans and data as furnished are hereby in all things accepted and adopted.” Upon roll call vote as follows: Allgayer: Yes, Krass: Yes, Anderson: Yes, Wray: Yes, Wilhelm: Yes.

Adopt Basic Code of ORDINANCE NO. 2015-003: AN ORDINANCE TO REVISE ALL THE ORDINANCES OF THE VILLAGE OF ELMWOOD, NEBRASKA BY ADOPTING THE NEBRASKA BASIC CODE OF ORDINANCES, 2014, TO REPEAL PRIOR ORDINANCES; TO REQUIRE FILINGS; AND TO PROVIDE AN EFFECTIVE DATE. Motion by Allgayer to adopt the Basic Code of Ordinance No. 2015-003; second by Wray. RCV: Yes: All, No: None. Motion approved. This ordinance shall take effect from and after its passage, approval, and publication according to law. Passed and approved February 4, 2015.
