VILLAGE OF ELMWOOD
Board of Trustees Regular Meeting – January 21, 2015
The Village of Elmwood Board of Trustees met in Regular Session with Trustees Allgayer, Wray, Anderson, Krass, and Chairperson Wilhelm presiding. The meeting was called to order at 7:00 p.m. Chairperson Wilhelm declared the “Open Meeting Act” posted. All signed the “Notice of Acknowledgement of Meeting”. Visitors present were Ben and Rhylan Kastens, Pat Beckmann, Rian Harkins, and Derek Stubbendeck.
Motion by Allgayer to approve the minutes of the January 7, 2015 Regular Meeting as presented; second by Wray. Vote: Yes: All, No: None. Motion approved.
REPORTS OF BOARDS, COMMISSIONS, AND COMMITTEES: Street: Park: Replacement costs for spotlights, tree, park sign and plaque will be obtained. Library: No Report. Water: Nitrates: Normal at 6. Sewer: Testing within normal limits. Planning: No Report.
Unfinished Business: Blight study quotes presented; no action taken. The following ordinance was introduced: ORDINANCE NO. 2015-002: AN ORDINANCE CREATING THE COMMUNITY DEVELOPMENT AGENCY OF THE VILLAGE OF ELMWOOD, NEBRASKA; DESIGNATING THE VILLAGE BOARD OF TRUSTEES TO CONSTITUTE SUCH AGENCY AND PROVIDING FOR THE FUNCTIONING AND POWERS OF SUCH AGENCY. This ordinance shall be in full force and effect from and after its final passage and publication as required by law. It may be seen in its entirety in the office of the Village Clerk. Motion by Wray to approve Ordinance 2015-002 creating the Community Development Agency; second by Krass. Vote: Yes: All, No: None. Motion approved.
New Business: Rian Harkins of SENND presented Nuisance Property Abatement Program and Quote. No action taken at this time – will address at February 4th Village Board Meeting. Future street paving project discussed; no action taken at this time – Will ask Smith Hayes representative to attend February 4th Village Board Meeting. Motion by Allgayer to appoint the Village Clerk as the Village Zoning Administrator; second by Wray. Vote: Yes: All, No: None. Motion approved. Fence permit at 121 East D Street – Motion by Krass to approve the fence permit for 121 East D Street as presented; second by Allgayer. Vote: Yes: All, No: None. Motion approved. Building permit at 121 North 2nd Street – No action taken at this time. Will ask homeowner and neighbor to attend next board meeting.
