Board of Trustees Regular Meeting – November 5, 2014

 

The Village of Elmwood Board of Trustees met in Regular Session with Trustees Allgayer, Ernst, Wray, Clements, and Chairman Wilhelm presiding. The meeting was called to order at 7:00 p.m. Chairman Wilhelm declared the “Open Meeting Act” posted. All signed the “Notice of Acknowledgement of Meeting”. Visitors present: Julie Anderson, Pat Beckmann, Ben Kastens, and Rick Kuenning, Derrick Kuenning, Reilly Kuenning of Troop 360. Ed Blunt and Connie Carlton were also present.

 

Motion by Allgayer to approve the minutes of the October 15, 2014 Regular Meeting as presented; second by Clements. Vote: Yes: All, No: None. Motion approved.

 

REPORTS OF BOARDS, COMMISSIONS, AND COMMITTEES: Street: Paving complete. Park: EPIC Treasury Report – Balance $9,155.26. Library: Motion by Clements to approve Payroll and Claims as submitted for payment; second by Wray. RCV: Yes: All, No: None. Motion approved. Water: Pumped 2,023,000 gallons, treated 1,773,000 gallons, wasted 250,000 gallons. Average nitrates 5.2. Used hydrant was installed at 2nd/F Streets. Sewer: Railroad Avenue Project complete. Jet pump ready for wiring/installation. Planning: Special Hearing scheduled for Thursday, November 13th to Safety: No Report.

 

Unfinished Business: Discussion regarding Village Christmas lights; will keep same for this year, and look at LED lighting for next year. Master Fee Schedules were discussed; no action taken at this time.

 

New Business: Reilly Kuenning presented his plans for an Eagle Scout Project to benefit the park. If approved by the Boy Scout Council he will build a “Gaga Ball Court” on existing small basketball court. Motion by Wray to proceed with construction of the Eagle Scout Project; second by Clements. Vote: Yes: All, No: None. Motion approved. Kennel permit for 205 West C Street – Motion by Clements to approve the kennel permit for 205 West C Street; second by Ernst. Vote: Yes: Wray, Wilhelm, Ernst;

No: Clements, Allgayer. Motion approved.

 

Presentation of Claims for Payment: Claim #1: NE Dept of Revenue $738.64, Cass County Refuse $62.00; CCRWD 2 $950.00, Connie Carlton $257.61, Econo Signs LLC $804.80, Elmwood Convenience Store $5.98, Elmwood Public Library $1,512.81, Marie Gregoire $472.58, Meeske Ace Hardware $57.64, Midwest Farmers Coop $764.36, Mike Radway $3,000.00, NE Public Health Environmental Lab $16.00, OPPD $3,363.05, Payroll $2,662.22, Quill $222.63, Tase Electronics $84.95, Utility Service Co. $6,165.61, Windstream $124.21. Motion by Clements to approve the claims as presented for payment; second by Wray. RCV: Yes: All, No: None. Motion approved. Claim #2: American Exchange Bank $5,000.00. Motion by Ernst to approve payment for Claim #2 as presented; second by Wray. RCV: Yes: Allgayer, Ernst, Wray, Wilhelm. Abstain: Clements. Motion approved.

Executive Session: Motion by Ernst to enter Executive Session to discuss personnel issues; second by Clements. Vote: :Yes: All, No: None. Motion approved. Executive Session entered at 8:35 p.m. Motion by Clements to exit Executive Session; second by Ernst. Vote: Yes: All, No: None. Motion approved. Exit Executive Session at 9:36 p.m.

 

Personnel: Motion by Ernst to increase Maintenance Supervisor’s wage $.50/hour effective November 3, 2014; or next beginning of a pay period; second by Allgayer. RCV: Yes: Clements, Allgayer, Ernst, Wilhelm; Abstain: Wray, No: None. Motion approved.
