Board of Trustees Regular Meeting/Liquor License Hearing – October 15, 2014
The Village of Elmwood Board of Trustees met in Regular Session with Trustees Ernst, Wray, Clements, and Chairman Wilhelm presiding. The meeting was called to order at 7:00 p.m. Chairman Wilhelm declared the “Open Meeting Act” posted. All signed the “Notice of Acknowledgement of Meeting”. Trustee Allgayer entered the meeting at 7:58 p.m. Visitors present: Julie Anderson, Pat Beckmann, Michael Bestwick, Debra & John McNaught, Rod Meier, T.J. Hansen, and Eugenia Bornemeier. Ed Blunt and Connie Carlton were also present.
Motion by Clements to approve the minutes of the October 1, 2014 Regular Meeting as presented; second by Wray. Vote: Yes: All, No: None. Motion approved.
REPORTS OF BOARDS, COMMISSIONS, AND COMMITTEES: Park: Ballpark restrooms have been winterized and water shut off. Library: No Report. Water: Gross alpha and radium samples sent to lab; nitrates normal at 5.5. Motion by Ernst to purchase used hydrant for the cost of $950 + installation cost; second by Wray. RCV: Yes: All, No: None. Motion passed. Sewer: Railroad Avenue Project started today. Motion by Clements to approve the purchase of a pump at a cost of $4,851.00 + freight; second by Ernst. RCV: Yes: All, No: None. Motion approved.
Unfinished Business: Discussion regarding complaints at 304 South 4th Street - No action taken. Discussion of the proposed master fee schedule – No action taken.
New Business: Class C Liquor License Hearing for 126 South 4th Street was convened at 7:45 p.m. No public comment was heard. Hearing closed at 7:50 p.m. Motion by Wray to approve application of Class C Liquor License for Rod Meier dba Red Cedar Lounge and Social Hall at 126 South 4th Street; second by Ernst. Vote: Yes: All, No: None. Motion approved. Building permit at 208 East H Street – Discussion was held; motion by Wray to approve the building permit for reconstruction of an accessory building at 208 East H Street; second by Clements. Vote: Yes: Wray, Wilhelm, Clements; Opposed: Ernst, Allgayer. Motion approved. Motion by Allgayer to approve the purchase of Holiday treats at a cost of $424.85; second by Ernst. RCV: Yes: All, No: None. Motion approved. The Elmwood Municipal Emergency Alert System for Priority Notifications was presented by Julie Anderson. No action taken at this time.

Executive Session: Motion by Clements to enter Executive Session for Personnel Issue to protect employee integrity; second by Allgayer. Entered Executive Session at 9:25 p.m. Motion by Allgayer to exit Executive Session; second by Clements. Executive Session was closed at 9:29 p.m.
