VILLAGE OF ELMWOOD
Board of Trustees Regular Meeting – September 3, 2014
The Village of Elmwood Board of Trustees met in Regular Session with Trustees Ernst, Wray, Allgayer, Clements, and Chairman Wilhelm presiding. The meeting was called to order at 7:00 p.m. Chairman Wilhelm declared the “Open Meeting Act” posted. All signed the “Notice of Acknowledgement of Meeting”. Visitors present: Patricia Beckmann, Deanna Sporhase, Julie Anderson, Cody Price, Chris Vogt, Amanda & Todd Stevens, Susie Allgayer, Teresa Stubbendeck, and Ben Kastens, . Ed Blunt and Connie Carlton were also present.
Motion by Allgayer to approve the minutes of the August 20, 2014 Board Meeting as presented; second by Ernst. Vote: Yes: All, No: None. Motion approved.
REPORTS OF BOARDS, COMMISSIONS, AND COMMITTEES: Park: The court surface has been delivered and should be installed by end of the month. Library: Motion by Clements to approve claims for payment as presented; second by Allgayer. RCV: Yes: All, No: None. Motion carried. Water: Pumped 2,705,000 gallons – Treated 2,340,000 gallons. Sewer: The No. 3 jet pump malfunctioned. Planning/Zoning: Postpone discussion of zoning ordinance.
Unfinished Business: Sewer plant concrete sealant-Motion by Clements to approve $2,000.00 for the sewer plant concrete sealing; second by Allgayer. RCV: Yes: All, No: None. Motion carried. Curb grind permit – 405 West D St: Motion by Clements to approve the curb grind permit for 405 West D Street; second by Allgayer. Vote: Yes: All, No: None. Motion carried.
2014-2015 Budget Hearing is scheduled for September 17th , 7:00 p.m. at the Village Office.
New Business: Special Event Liquor Permit-Motion by Allgayer to approve the Special Event permit for Friday, September 26th at the Elmwood Fire Hall subject to proof of insurance; second by Wray. Vote: Yea: Ernst, Wray, Allgayer, Wilhelm; Nay: Clements. Fence permit for 320 North 3rd St – Motion by Allgayer to approve a fence permit for 320 North 3rd St as amended; second by Wray. Vote: Yes: All, No: None. Motion carried. Kennel Permit for 320 North 3rd St – Motion by Wray to approve a kennel permit for 320 North 3rd St; second by Ernst. Vote: Yea: Wray, Ernst, Wilhelm; Nay: Allgayer, Clements. Motion carried. Discussion regard-
Ing vacant housing and cat problem postponed. Discussion regarding future needs, wants, and priorities of both postponed.

Motion by Clements to approve claims as amended for payment; second by Allgayer. RCV: Yes: All, No: None. Motion carried. Claim #2 – American Exchange Bank $5,000.00. Motion by Ernst to approve the claim for payment as presented; second by Allgayer. RCV: Ernst-Yes, Wray-Yes, Allgayer-Yes, Wilhelm –Yes, Clements-Abstain. Motion carried.
