VILLAGE OF ELMWOOD
Board of Trustees Regular Meeting – August 6, 2014
The Village of Elmwood Board of Trustees met in Regular Session with Trustees Allgayer, Ernst, Clements, Wray, and Chairman Wilhelm presiding. The meeting was called to order at 7:00 p.m. All signed the “Notice of Acknowledgement of Meeting”. Chairman Wilhelm declared the “Open Meeting Act” posted. Visitors present: Terry Bevans, Kelly Green, Pat Beckman, Mike Schwaller, Cody Price, Teresa Stubbendeck. Ed Blunt and Connie Carlton were also present. Trustee Ernst left the meeting at 8:25 p.m. and re-entered the meeting at 8:40 p.m.
Motion by Allgayer to approve the minutes of the July 16, 2014 Board Meeting as presented; second by Ernst. Vote: Yes: All, No: None. Motion approved. Motion by Allgayer to approve the minutes from the August 4, 2014 Conditional Use Permit Hearing as presented; second by Wray. Vote: Yes: All, No: None. Motion approved.
REPORTS OF BOARDS, COMMISSIONS, AND COMMITTEES: Streets: Street striping complete. Park: Court surface – Motion by Wray to pay balance due of $10,705.57 to Versacourt; second by Clements. RCV: Yes: All, No: None. Motion carried. Motion by Clements to accept Ethan Homan Construction bid of $925.00 for concrete replacement; second by Ernst. RCV: Yes: All, No: None. Motion carried. Library: Motion by Clements to approve Library claims as presented; second by Ernst. RCV: Yes: All, No: None. Motion carried. Water: July pumped 2,902,000 gallons; water treated 2,513,000 gallons. Sewer: Completed 24-hour composite testing. Safety Committee: Inspection scheduled August 14th at 6:00 p.m. To Do List: Add roofing projects for park restrooms and village office.
Unfinished Business: Terry Bevans informed the Board of drainage concerns on her property. No action taken at this time.
New Business: Fence permit for 405 West D Street – Motion by Wray to approve the fence permit as presented for 404 West D Street; second by Allgayer. Vote: Yes: All, No: None. Motion carried. Fence permit for 400 West F Street – Motion by Clements to approve a fence permit for 400 West F Street; second by Wray. Vote: Yes: All, No: None. Motion carried. RESOLUTION 08062014 – A RESOLUTION STATING THE INTENT OF THE BOARD OF TRUSTEES OF ELMWOOD, NEBRASKA, TO SET FEE AMOUNTS FOR THE FOLLOWING ITEMS. BE IT RESOLVED BY THE CHAIRMAN AND BOARD OF TRUSTEES OF THE VILLAGE OF ELMWOOD, NEBRASKA; WHEREAS, the Village of Elmwood Board of Trustees has the power to levy fees and fines for the following items. NOW THEREFORE, the Board of Trustees hereby resolves to set fees as follows: Peddler Permit $50 Annual Permit, Dog License $8.00 per dog w/$50 Late Fee (if licensed after June 1, except in the case of a newly acquired dog), Kennel Permit $75.00, Water Hook-Up $250 (New Tap), Sewer Hook-Up (New Tap), Utility Deposit $150.00 (Non-Owner). Motion by Clements to accept Resolution 08062014 regarding fee increases; second by Ernst. Vote: Yes: All, No: None. Motion approved. The foregoing resolution was passed on August 6, 2014.

Motion by Allgayer to approve Claim #1 presented for payment; second by Wray. RCV: Yes: All, No: None. Motion carried. Claim #2 – American Exchange Bank $5,000.00. Motion by Allgayer to approve Claim #2 as presented for payment; second by Ernst. RCV: Ernst: Yes, Wray: Yes, Allgayer: Yes, Clements: Abstain, Wilhelm: Yes. Motion carried.
There being no further business, the meeting was adjourned at 9:22 p.m.
