Board of Trustees Regular Meeting – July 16, 2014
The Village of Elmwood Board of Trustees met in Regular Session with Trustees Allgayer, Ernst, Wray, and Chairman Wilhelm presiding; Trustee Clements was absent. The meeting was called to order at 7:02 p.m. All signed the “Notice of Acknowledgement of Meeting”. Chairman Wilhelm declared the “Open Meeting Act” posted. Visitors present: Karen Fleischman, Pat Beckmann, Ben Kastens, Julie Hohman, Mark Hohman, Pat Spellman, Tammy Brummer, Lindsey Bornemeier, Chadd Bornemeier, Ashley Leonard, Matt and Lisa Stewart, Kelly O’toole, Kristy & BJ Burrows, Jeff Austin, Colton Austin, Tara Guy, Randy and Gretchen Reinke, Mark Hogue, Rich Goudie, Scott and Shantelle Platt, Sharon Zimmerman, Aaron Clements, Tom Ward, and Eugenia Bornemeier. Ed Blunt and Connie Carlton were also present.
Motion by Allgayer to approve the minutes of the July 2, 2014 Board Meeting as amended; second by Wray. Vote: Yes: All, No: None. Motion carried.
REPORTS OF BOARDS, COMMISSIONS, AND COMMITTEES: Streets: Striping of parking stalls on main street and 100 block of West D Street to be completed on July 23rd; parking on these streets will be restricted that day. Trees trimmed on Railroad Avenue. Water: Water hydrants all painted. Water tower inspection scheduled September 8th. Sewer: Tests normal. Planning/Zoning: July 15th Special Meeting minutes presented to board.
Unfinished Business: Conditional Use Permit for Daycare at 101 East D Street – Discussion held with members of the community present to establish a hearing for a conditional use permit with ten day legal notice. Motion by Ernst to publish notice for a Public Hearing to be held Monday, August 4, 7:00 p.m. at the Fire Hall; second by Allgayer. Vote: Yes: All, No: None. Motion carried. Street striping – Motion by Allgayer to extend the contract to include $750.00 for street cleaning prior to striping; second by Wray. RCV: Yes: All, No: None. Motion carried. 2014-2015 Budget – September 19th deadline to state/county auditors. Budget will be discussed at the August 6th board meeting.
New Business: Fence permit for 101 East D Street – Motion by Ernst to approve a fence permit as amended for 101 East D Street; second by Wray. Vote: Yes: All, No: None. Motion carried. A building permit for handicap ramp at 101 East D Street discussed – Motion by Allgayer to approve a building permit for handicap accessibility ramp at 101 East D Street; second by Ernst. Vote: Yes: All, No: None. Motion carried. Kennel Permit 104 North 2nd Street – Motion by Allgayer to approve a kennel permit for 104 North 2nd Street; second by Wray. RCV: Ernst: Yes, Wray: Yes, Wilhelm: Yes, Allgayer: No. Motion carried. Building permit for 525 West D Street – Motion by Allgayer to approve a building permit for 525 West D Street as presented; second by Ernst. Vote: Yes: All, No: None. Motion carried. Building permit for 304 East E Street – Motion by Wray to approve the building permit for 304 East E Street as presented; second by Allgayer. Vote: Yes: All, No: None, Abstain: Ernst. Motion carried.
Presentation of Claims for Payment: Aerzen $279.01, Clements & Drevo $570.50, Columbus Telegram $116.33, Meeske Ace Hardware $33.96, Midwest Farmers Coop $424.03, Midwest Labs $142.48, One Call Concepts $22.50, Payroll $2,430.20, US Postal Service $239.00, US Treasury $1,696.84, Verizon $68.51, Versacourt $7,137.00. Motion by Ernst to approve the July 10-16 claims as amended for payment; second by Allgayer. RCV: Yes: All, No: None. Motion carried.
Correspondence: The D Street Drainage Project will begin Monday, July 21.
Motion by Ernst to enter Executive Session at 9:35 p.m. to discuss personnel issues; second by Wray. Vote: Yes: All, No: None. Motion carried. Motion by Wray to exit Executive Session at 9:45 p.m.; second by Allgayer. Vote: Yes: All, No: None. Motion carried.
Personnel: Motion by Allgayer to approve an annual pay increase of .75/hr effective July 14, 2014 for Village Clerk; second by Wray. RCV: Yes: All, No: None. Motion carried.
There being no further business, the meeting was adjourned at 10:00 p.m.
