Board of Trustees Regular Meeting/Zoning Change Hearing – April 2, 2014
The Village of Elmwood Board of Trustees met in Regular Session in addition to a Zoning Change Hearing with Trustees Allgayer, Clements, Ernst, Ronhovde, and Chairman Wilhelm presiding. The meeting was called to order at 7:00 p.m. All signed the “Notice of Acknowledgement of Meeting”. Chairman Wilhelm declared the “Open Meeting Act” posted. Visitors present: Pat Beckmann, Ben Kastens, Teresa Stubbendeck, Aaron Clements, Sharon Rorie, Geneie Andrews, Geri Draper, Rod Draper, Janet Sorensen, Carrie Nunez, and Ed Blunt.
Motion by Clements to approve the minutes of the March 19, 2014 Board Meeting as presented; second by Ernst. Vote: Yes: All; No: None. Motion carried.
Streets: Rock hauled to alleys.
Park: No Report.
Library: Claims for payment – Motion by Clements to approve the Library claims as presented for payment, second by Allgayer. RCV: Yes: All, No: None. Motion carried. Shakespeare Festival to be held April 26, 2014.
Water: Pumped 2,098,000; Treated 1,844,000.
Sewer: UV lights will be installed before May 1. Composite testing completed. Sludge hauled from plant x 6 loads (28,000 lbs).
Planning/Zoning Commission: Motion by Ernst to approve the appointment of Michael Wilhelm to fill the vacancy on the board replacing Greg Meyer; second by Clements. Vote: Yes: All, No: None, Wilhelm: Abstain. Motion carried.
Special Events: Update on court construction in park @ next Board Meeting.
Safety Committee: No Report.
Old Business: Village Clean Up Day to be held June 14, 2014. D Street Drainage Project to begin bid solicitation process with starting date estimated June 2014.
New Business: Chairman Wilhelm declared the Zoning Change Hearing convened at 7:15 p.m. 1st reading by Chairman Wilhelm of Ordinance #2014-318 regarding Elmwood OT S 25.3’ of W 100’ Lot 6 Block 15 zoning change from General Commercial to Residential. Hearing closed at 7:20 p.m.

Personnel: Summer Help – Motion by Ernst to accept the application of Kenneth Erixson for employment, second by Ronhovde. Vote: Yes: All, No: None. Motion carried.
Motion by Allgayer to approve an increase in rate of pay by $1.00/hr, effective April 1, 2014, (as a condition of hire agreement, upon completion of Clerk Institute) to $16.50/hr for the Village Clerk, second by Clements. RCV: Yes: All, No: None. Motion carried.
Motion by Ernst to enter Executive Session @ 9:43 p.m., second by Ronhovde. Vote: Yes: All, No: None. Motion passed. Motion by Clements to exit Executive Session at 9:52 p.m., second by Ronhovde. Vote: Yes: All, No: None. Motion passed. . .
