Board of Trustees Regular Meeting – September 4, 2013

 

The Village of Elmwood Board of Trustees met in regular session with Trustees Allgayer, Clements, Ronhovde, Wilhelm, and Chairman Ernst presiding. The meeting was called to order at 7:00 p.m. All attending signed the “Notice of Acknowledgement of Meeting”. Chairman Ernst declared the Open Meeting Act posted. Kelly Green, Deanna Sporhase, Greg Meyer, Teresa Stubbendeck, Jim Ronhovde, and Eugenia Bornemeier were also present.

 

Motion by Wilhelm to approve the minutes of the August 21st Board Meeting as presented; seconded by Clements. Vote: Aye: All, Nay: None. Motion carried.

 

Reports of Boards, Commissions, and Committees:

Streets: No Report.

Park: Play equipment painted.

Library: 2013-2014 Budget presented to Board. Motion by Ronhovde to approve claims for payment as presented; seconded by Clements. Roll Call Vote: Aye: All, Nay: None. Motion approved.

Water: July water usage 2,836,000 gallons pumped w/2,505,000 gallons treated.

Sewer: WWTP discussion.

Comp & Zoning: No Report.

Planning Commission: No Report.

Special Events: No Report.

Safety Committee: No Report.

To Do List: Street Striping Bids, Well House Doors, Bid Weed n Feed for park.

 

Old Business: Motion by Wilhelm to approve modification of the original street loan interest rate from 4% to 3% (lowering by 1%); seconded by Allgayer. Roll Call Vote: Allgayer-Aye, Clements-Abstain, Ronhovde-Aye, Wilhelm-Aye, Ernst-Aye. Motion carried. It was noted that the nuisance property at 205 East C Street has been sold. No action taken. Teresa Stubbendeck spoke in regard to drainage problem budgeted for future date. No action taken. Discussion regarding 2013-2014 Budget; September 18, 2013 set as Budget Hearing Meeting.

 

New Business: The village financial report was presented to the Board. Motion by Clements to approve the financial report as presented; seconded by Wilhelm. Vote: Aye: All, Nay: None. Motion carried.

 

 

September 4, 2013 Mtg Minutes Continued.

 

Presentation of Claims for Payment: Claim #1: Elmwood Public Library $1,429.47; Cass County Refuse $62.00; OPPD-$4,443.59; Ed Blunt health insurance $150; Windstream $124.84; Jack Faubion $1,250.00. Motion by Clements to approve the claims for payment as presented; seconded by Ronhovde. Vote: Aye: All, Nay: None. Motion carried. Claim #2: Andy Clements $13.14; American Exchange Bank $5,000.00. Motion by Ronhovde to approve the claims for payment as presented; seconded by Allgayer. Roll call vote: Allgayer-Aye, Ernst-Aye, Ronhovde-Aye, Wilhelm-Aye, Clements-Abstain. Motion carried.

 

There being no further business, the meeting was adjourned at 9:05 p.m.
