VILLAGE OF ELMWOOD

Board of Trustees Regular Meeting – July 17, 2013

 

The Village of Elmwood Board of Trustees met in regular session with Trustees Allgayer, Clements, Ronhovde, Wilhelm and Chairman Ernst presiding. The meeting was called to order at 7:00 p.m. All signed the “Notice of Acknowledgement of Meeting”. Chairman Ernst declared the “Open Meeting Act” posted. Visitors present were Arlo Fleischman, Doug Jacobson, Ryan Anderson, Kayleigh Wilhelm, Tonya Wilhelm, Gonzalo & Serena Romero, Pat Beckmann, Ben Kastens, Eugenia Bornemeier, and Ed Blunt.

Motion by Wilhelm to approve the minutes of the July 2nd Board Meeting; seconded by Allgayer. Vote: Aye: All; Nay: None. Motion carried.

 

Old Business: Discussion of alternate subdivision site west of village; no action taken. Report that the electronic sign brightness has been reduced to 2% at 9:30 p.m. Overgrown lawn/weed nuisances discussed; no action taken.

 

New Business: The Board recommends Kayleigh Wilhelm contact EMMA regarding a future summer celebration. Discussion regarding application of building permit at 208 West C St; the Board recommend home-owner contact the Planning Commission; no action taken.

Discussion regarding water and sewer rate increases with Water Rate Resolution 07172013-A and Sewer Rate Resolution 07172013-B. Motion by Allgayer to approve Resolution 07172013-A; second by Clements. Vote: Aye: All; Nay: None. Motion carried. Motion by Allgayer to approve Resolution 07172013-B; seconded by Clements. Vote: Aye: All; Nay: None. Motion carried.

Motion by Allgayer to approve passage of Resolution 7172013-C regarding condition of employment as presented; second by Wilhelm. Vote: Aye: All; Nay: None. Motion carried.

Motion by Allgayer to set cost per thousand water usage by outside sources at $6.70 per thousand. Second by Clements. Vote: Aye: All; Nay: None. Motion carried.

Resolution 07172013-A was presented as follows:

Resolution 07172013-A: BE IT RESOLVED by the Chairman and the Board of Trustees of the Village of Elmwood, Cass County Nebraska: WHEREAS, the Village of Elmwood budgeted to increase utility rates for the 2013-2014 fiscal year to meet budget requirements. THEREFORE, the Board resolves to increase the water rates by $2.75 for basic service making the basic fee $13.75; increase the out-of-town rate by $5.50 making the out-of-town basic fee $27.50; and to increase the cost per thousand for water usage by $0.75, making the cost per thousand $3.00. This increase shall begin with the first billing on August 1, 2013.

Resolution 07172013-B was presented as follows:

Resolution 07172013-B: BE IT RESOLVED by the Chairman and the Board of Trustees of the Village of Elmwood, Cass County Nebraska: WHEREAS, the Village of Elmwood budgeted to increase utility rates for the 2013-2014 fiscal year to meet budget requirements. THEREFORE, the Board resolves to increase the sewer rates by $7.00 for basic service, making the basic fee $32.00, and to increase the cost per thousand for water usage by $1.75, making the cost per thousand $5.00. This increase shall begin with the first billing on August 1, 2013.

Resolution 07172013-C was presented as follows:

Resolution 07172013-C: BE IT RESOLVED by the Chairman and the Board of Trustees of the Village of Elmwood, Cass County Nebraska: WHEREAS; the Village of Elmwood would request that as a condition of employment, that said job applicant would submit to a pre-employment background check, in addition to pre-employment drug testing. THEREFORE, the Board resolves to have a pre-employment background report and pre-employment drug screening as a condition of employment for all future job applicants.

Streets: “No Parking” signs to be installed on West C Street.

Park: Park/trail sprayed for weeds. Discussion regarding need for black dirt to fill numerous holes in the park. Motion by Ronhovde to approve the purchase of 1 load black dirt for $100.00; seconded by Allgayer. Vote: Aye: All; Nay: None. Motion carried. OPPD to bury lines in park July 22nd.

Library: Next meeting August 5, 2013.

Water: Discussion regarding the need to purchase new meter reader. Motion by Ronhovde to purchase new reader in addition to 8 new meters for cost of $1,800.00. Motion seconded by Wilhelm. Vote: Aye: All; Nay: None. Motion carried.

Sewer: Flushing of sewer lines this week.

Comp/Zoning: No report

Planning: No report

Special Events: Power lines in park will be buried this week.

Safety: No report

 

Presentation of Claims for Payment: Meeske Hardware $76.96; The Journal $62.88; Black Hills Energy $107.23; Quill Corporation $280.53; Midwest Laboratories $63.50; Verizon Wireless $67.29; Federal W/H $211.34; Christiansen Tree Service $345.00; One Call Concepts $21.85; HD Supply Waterworks $811.24. Motion by Allgayer to approve the claims for payment as presented. Motion seconded by Clements. Vote: Aye: All; Nay: None. Motion carried.

 

Motion by Clements to enter Executive Session at 10:17 p.m.; Ronhovde seconded motion. Motion to exit Executive Session; seconded by Clements. Vote: Aye: All; Nay: None. Motion carried.

There being no further business, the meeting was adjourned at 10:42 p.m.
