Board of Trustees Regular Meeting – July 2, 2013

 

The Village of Elmwood Board of Trustees met in regular session with Trustees Ronhovde, Allgayer, Wilhelm and Chairman Ernst presiding. Trustee Clements was absent. Call to Order at 7:05 p.m. All signed the “Notice of Acknowledgement of Meeting”. Chairman Ernst declared the Open Meeting Act posted. Teresa Stubbendeck, Conway McCormick, Pat Beckmann, Doug Jacobson, and Michael Hromanik were also present. Ed Blunt entered the meeting at 7:22 p.m.

 

Old Business: Michael Hromanik updated the Board on house at 117 East D Street – dumpster will be onsite w/removal of debris and asbestos in near future w/projected date of demolition in October 2013. Dave Ernst left meeting at 7:48 pm and re-entered the meeting soon there-   after. Owners of 101 East D Street will be notified to be in attendance at next meeting to discuss electronic sign. Discussion re: property at 205 East C Street as nuisance/unsafe building left on agenda – certified letter will be sent. Discussion re: tree trimming/removal at 320 West D Street.

 

Streets: Discussion re: New development – water/sewer, water runoff, placement of utilities on C Street vs North 1st Street – No action taken at this time. Homeowner presented with concerns regarding flooding at 405 West D Street.   Discussion regarding runoff and pictures of flooding on property accepted by Board.   Also, a bush at corner of 200 North 4th Street needs to be trimmed – Trustee Ronhovde will contact homeowner.

 

Park: Tree w/ant problems – Ed Blunt will continue to treat.

 

Library: No report.

 

Water: Discussion of rate increases on utility billing - No action taken at this time. Ed presented information on new water meters – type of meters available, cost, possible grant – No action taken at this time. Recommendation made to replace the meter in Well #6 at a cost of $1,500.00 using current piping – No action taken at this time.

 

Sewer: No report.

Comp & Zoning: No report.

Planning Commission: Next meeting scheduled for July 5, 2013.

Special Events: No report.

Safety Committee: No report.

Motion by Wilhelm to approve the purchase of new steel doors for two of the well houses not to exceed $400.00. Seconded by Allgayer. Vote: Aye: All. Nay: None. Motion carried.

 

Motion by Allgayer to approve budget for AKSARBEN to perform general maintenance of 14 blocks sewer. Seconded by Ronhovde. Vote: Aye: All. Nay: None. Motion carried.

 

Motion by Ronhovde to have John Henry’s Plumbing perform the Village Backflow Prevention Test for $105 + travel. Seconded by Wilhelm. Vote: Aye: All. Nay: None. Motion carried.

 

Motion by Allgayer to approve the Building Permit for basement foundation from Gary Reed. Seconded by Ronhovde. Vote: Aye: All. Nay: None. Motion carried.

 

Motion by Ronhovde to accept resignation of Travis Keefe, Summer Help position. Wilhelm seconded. Motion carried. Discussion of hiring new employee to fill remainder of summer. Position offered to previous applicant.

 

Motion by Allgayer to approve the minutes of the May 21st and June 19th Board Meetings – Seconded by Wilhelm. Vote: Aye: All. Nay: None. Motion carried.
