Board of Trustees Regular Meeting – April 3, 2013

The Village of Elmwood Board of Trustees met in regular session with Trustees Ronhovde, Clements, Allgayer and Chairman Ernst presiding. Trustee Wilhelm was absent. Call to Order at 7:00 p.m.  All signed the “Notice of Acknowledgement of Meeting”.

Chairman Ernst declared the Open Meeting Act Posted.  Terry Galloway, Eugenia Bornemeier, Ben Kastens, Ed Blunt and Nicole Folden were in attendance.  Minutes from the March 20, 2013 meeting were presented and approved.    Motion by Allgayer, 2nd by Clements  Aye:  Allgayer, Clements and Ernst.  Nay:  None.  Absent:  Wilhelm

Audit:  The Village’s new auditor, Terry Galloway, presented the FYE 2012 audit and provided suggestions.  Motion by Ronhovde to approve the FYE 2012 Audit, 2nd by Clements.  RCV:  Aye: Ronhovde, Allgayer, Clements, Ernst.  Nay:  None.  Absent: Wilhelm.  Motion passed.

Street:  Blunt reported more rock will be delivered on April 5 or April 6, 2013.   Discussion on looking further into obtaining 2 barrels and an 8 ft barricade for street safety purposes during repairs.

Park:  Clements reported he is working on setting up a meeting with the park committee regarding park improvements.  Clerk was instructed to add park improvement to “To Do List”.

Sewer:  Blunt reported on 3/25/13 there was a plug in the manhole on West C and Ak-sar-ben jetted the manhole (grease).  Blunt stated on 4/2/13 a resident reported a backup in their basement and Ak-sar-ben jetted the manhole (roots).

Water:  Chairman Ernst requested a report with the numbers on water levels.  Blunt acknowledged and will provide water level numbers.

Clerk will add Occupational Use Tax to the next agenda.

Old Business:  Clerk was instructed to send a nuisance letter to the forwarding address of the owner at 205 C Street.

Personnel:  Discussion of summer help job posting and village clerk/treasurer job posting.  Both jobs will be reposted with an application deadline of April 26, 2013.  The village clerk/treasurer job posting will be revised as part-time village clerk omitting “treasurer”.

Claims:  Payroll: $1,384.57.   Cass County Refuse $62.75, Windstream $127.33, Black Hills Energy $559.68, OPPD $3,113.09, American Exchange Bank $5,000.00, Elmwood Public Library $1,429.47, Ed Blunt $150.00, Jack Faubion $1,250.00, RH Construction $3,200.00, Quill $18.99.  Motion by Allgayer to approve the claims as presented, 2nd by Ronhovde.  RCV:  Aye:  Clements, Allgayer, Ronhovde, and Ernst.  Nay:  None.  Absent:  Wilhelm
