Meeting Minutes

August 15, 2012

The Village of Elmwood Board of Trustees met in regular session with Trustees Ronhovde, Clements, Wilhelm, Allgayer and Chairman Ernst presiding. Call to Order at 7:00 p.m.  All signed the “Notice of Acknowledgement of Meeting”.

Chairman Ernst declared the Open Meeting Act Posted. Jim Nelson, Mike Winter, Sally Hufstader, Shannon Josoff, Linda Blunt, Diann Stille, Ed Blunt and Nicole Folden were also in attendance.  Brandon and Mikaela Collins entered the meeting at 8:30 p.m..

Minutes from the meeting on August 1, 2012 were presented.  Motioned by Allgayer, 2nd by Clements to approve the minutes as presented.  Aye: Ernst, Clements, Ronhovde, Wilhelm, Allgayer. Nay:  None.    

Reports

Park:  No action taken.

Special Events:  Clements reported the next meeting is scheduled for Thursday, August 23, 2012 at 7:00 p.m. at the Senior Center.  Market to Market race will be held on Saturday, October 13, 2012.

Library:  Sally Hufstader presented a proposed budget for FY 2013.  On behalf of the library, Hufstader requested an increase in the library monthly allocation of $24.40 per month.  Hufstader also requested the opportunity to implement a program to enable residents to check out eBooks and reported the cost would be a one-time set up fee of $500.00 and an annual charge of $500.00  Hufstader also reported some maintenance is needed to be done to the library building.  The Board requested Blunt to look at the needed repairs and provide a recommendation.  The Village Board will review the proposed library budget and render a decision at the next meeting.

Water:  Motion by Ronhovde to pay $100.00 to Nebraska Rural Water Association for the use of their camera.  2nd by Wilhelm.  RCV:  Aye:  Ernst, Clements, Wilhelm, Allgayer and Ronhovde.  Nay:  None.

Presentation of the Claims: Payroll - $2,372.30.  2011 over withholding of Social Security Tax – reimbursement - $1,244.96.  Claims:  IRS $1,073.14, Midwest Farmers Co-op $293.02, Great Plains One-Call $7.07, League of Nebraska Municipalities $967.00, SENDD $425.00, Quill $155.93, CK Construction $200.00, Todd Valley Plumbing & Heating $60.00, Christiansen Tree Service $75.00, Columbus Telegram (Plattsmouth Journal) $90.19,   Mc2 Inc. $203.42, Motioned by Clements, 2nd by Allgayer to approve payroll for payment as presented. Aye: Ernst, Clements, Ronhovde, Wilhelm, Allgayer. Nay:  None.

Unfinished Business: 

Budget:  Budget items were presented for approval.  Special meeting has been scheduled for Monday, August 27, 2012 at 7:00 p.m.

Noon Whistle:  Motion by Allgayer and 2nd by Clements to table decision of returning the noon whistle until additional specifications are obtained. Aye:  All  Nay:  None.

Hammons Building at North 4th Street:  The Board requested the clerk to send out a letter asking a representative to attend the next meeting regarding their intentions for the building.

Liquor License:  Shannon Josoff reported that a hearing has been set at the Liquor Commission with regard to Josoff’s Class ID liquor license for Friday, August 17, 2012.  Josoff also requested approval of a petition for filing with the Election office.  Chairman Ernst declared a special meeting to be set for Monday, August 27, 2012 at 7:00 p.m. to take action on the petition.

New Business:  Motion by Ronhovde to approve registration for the 2013 clerk institute, 2nd by Allgayer.  Aye:  All Nay:  None.

Building/ Other Permits:  Motion by Clements to approve a fence permit for 200 North 4th Street, 2nd by Allgayer.  Aye:  All  Nay:  None.

Personnel Issues:  No action taken.

Motion by Wilhelm to call executive session regarding personnel issues.  2nd by Clements.  Aye:  All  

Nay:  None.  No action taken.  Exit executive session at 10:55 p.m.

There being no further business, Chairman Ernst declared the meeting adjourned at 10:55 p.m..
