The Village of Elmwood Board of Trustees met in regular session with Trustees Ronhovde, Clements, Wilhelm, Allgayer and Chairman Ernst presiding. All signed the “Notice of Acknowledgement of Meeting”. Chairman Ernst declared the Open Meeting Act Posted. Ed Blunt, Dianne Stille, and Eugenia Bornemeier were also present.
Minutes from the meeting on 3/21/12, and special sessions 3/28/12 and 3/29/12 were presented. Motioned by Clements to approve the minutes, with a correction on 3/28/12 that Ernst reported the water leak. Seconded by Wilhelm. All voted in favor.
Streets: Blunt reported that Kunz dug out and will place extension on the drainage pipe to improve drainage at 3rd and F Streets. Work should be done within a week.
Park: Ronhovde reported that the FBLA Easter Egg Hunt is scheduled for Saturday, April 7 at 1:00 and that the EM elementary Student Council did their service project of picking up sticks at the park. The area looks good now, and it has been mowed. Blunt plans to spray weeds sometime after the Easter egg hunt.
Water: Blunt reported that Todd Valley plans to trench the area and fix the water leak south and west of the co-op scales, probably sometime next week.
Library: No report as the librarian is out ill.
Sewer: Blunt reported that there were several minor sewer back-ups. Owners at several residences had large roots and other material pulled out. The village hired AKSARBEN, who jetted and camera’d our main. Nothing substantial was found, and water ran well. Blunt reported that seven loads of sludge were hauled out of the digester, and that a valve was put in several feet below ground level to prevent it freezing in the future.
It was reported that the Discharge Monitoring Report (DMR) is now a monthly report, instead of quarterly, due to government changes. Blunt presented the NDEQ inspection report, showing all line items are acceptable.

To Do List: Several water meters, which are not metering correctly, will be replaced.

Claim #1: Payroll for April 4, 2012: $1,408.36, Nebraska Rural Water $384.00, Meeske Ace Hardware $129.27, Omaha Public Power $4124.56, Black Hills Energy $33.44, Municipal Supply: $136.62, Cass County Refuse $62.00, Hawkins Water Treatment $304.00, Windstream $310.74, Nebraska Municipal Power Pool $304.95, Tinius Plumbing $475.00, Windgate by Wyndham $74.95. Motioned by Clements, 2nd by Wilhelm to approve the claims as presented. RCV: Aye: All, Nay: None. Absent: None. Motion passes.
Unfinished Business: A reminder about clean-up day and dog licensing was given. Board will contact several property owners. There was a discussion of cat concerns in town. Our lawyer will look at the water tower maintenance contract. New deeds are drawn up for the vacated alley. A board member will contact the property owners to finish the requirements for deed execution with the county. Allgayer motioned to have Big Dan fix the bumper of the 2004 Chevy pick-up for not more than $1300.00. Seconded by Wilhelm. RCV: Aye: All, Nay: None. Absent: None. Motion passes.
New Business: The city has a new signature card for bank business, including utilities, general fund, and CDBG. Allgayer made motion to have chair, vice-chair and new clerk sign, and to remove former clerk from signature card. Seconded by Wilhelm. RCV: Aye: All, Nay: None. Absent: None. Motion passes.
Personnel: Jack Faubion, our water operator, will need to fill out a 1099 form. Monday, April 9, will be the new village clerk’s first day.
Correspondence: file was available for the board.
Summer help: Motion by Wilhelm and seconded by Allgayer to offer Travis Keefe the part-time summer help job at $8.00 an hour. RCV: Aye: All, Nay: None. Absent: None. Motion passes.

There being no further business, Chairman Ernst declared the meeting adjourned at 9:29.
