The Village of Elmwood Board of Trustees met in regular session with Trustees Ronhovde, Clements, Wilhelm,
Allgayer and Chairman Ernst presiding. All signed the “Notice of Acknowledgement of Meeting”. Chairman
Ernst declared the Open Meeting Act Posted. Ed Blunt was also present.
Minutes from the meeting on 1/18/12 were presented. Motioned to approve the minutes. All in favor.
Streets: Blunt reported the spreader has been repaired.
Park: No Action Taken.
Library: Janet Sorenson was extended the offer as the new Library Director.
Water: Ernst reported 2.476 million gallons of water ran through the treatment plant in January.
Sewer: Blunt reported he put copper sulfate in sewer main to treat root problem, changed the oil and put a new
gasket on Clarifier #1, will be attending class 1/31/12-2/3/12, and the lab sample results were good.
Comp & Zoning: No Action Taken.
Planning Committee: No Action Taken. It was suggested to ask the Planning Committee if they would
consider writing a tree ordinance.
Special Events: No Action Taken.
Presentation of the Claims:
Claims: Payroll for January 17, 2012: $1,722.04, Midwest Farmers Coop: $232.60, Elmwood Public Library:
$1,405.05, Ed Blunt: $150.00, OPPD: $3851.05, Black Hills: $673.29, Bruns Masonry: $200.00, CCR: $62.00,
Verizon: $136.44, Jack Faubion: $1,250.00. Discussion of amending the claims not to include Bruns. Motioned
by Ronhovde, 2nd by Allgayer to approve claims as amended and instruct the treasurer to pay the claims. RCV:
Aye: All, Nay: None. Absent: None.
Unfinished Business: Discussion of alley by school adjacent to Krass property. The board will ask Rick
Clements for clarification on how vacated land should be divided and recorded and review easement from
school to clarify maintenance responsibilities. No Further Action Taken. Blunt reported the new siren has been
installed and wired but is not fully operational. Blunt requested to install a siren control at the fire station, he
received a bid from Shafer Communications for $450.00. Motioned by Allgayer, 2nd by Wilhelm to approve the
bid of $450.00 to install a siren control at the fire station. RCV: Aye: All, Nay: None. Absent: None.
New Business: A $200.00 bid was received from Bruns to repair the manhole in the alley behind Hogue’s
property. Motioned by Clements, 2nd by Ronhovde to accept the bid of $200.00 to repair the said manhole.
RCV: Aye: All, Nay: None. Absent: None. A torte claim was received from Tracy Faulk on 1/27/12. Motioned
by Allgayer, 2nd by Wilhelm to table any action until consulting with Clerk vonRentzell. Motion passed.
Building Permits: Lou Allgayer requested a permit to build a garage. Motioned by Clements, 2nd by
Ronhovde to approve the building permit. Motion passed, Allgayer abstained.
Personnel Issues: Discussion on payroll; clarification on sick and paid holidays.
Correspondence: No Action Taken.

There being no further business, Chairman Ernst declared the meeting adjourned.
