The Village of Elmwood Board of Trustees met in regular session with Trustees Ronhovde, Clements, Wilhelm, Allgayer and Chairman Ernst presiding.  All signed the “Notice of Acknowledgement of Meeting”. Chairman Ernst declared the Open Meeting Act Posted. Eugenia Bornemeier, Ed Blunt and Becky vonRentzell were also in attendance.  
Minutes from the meeting on 12/15/11 were presented.  Motioned to approve the minutes as presented.
Streets:  Blunt also reported he replaced the stop sign on 4th and C Streets.  Blunt requested removing a maple tree at the corner of 1st and E Streets.  The cost was estimated at $730.00.  Motioned by Ronhovde, 2nd by Wilhelm to approve the removal of the tree.  RCV: Aye: All, Nay: None. Absent: None.  Blunt reported backing the village truck into a pole.  The estimated cost to repair the truck is $1,257.00.  No Action Taken.
Park:  Ronhovde received an estimate in the amount of $615.00 from Christianson Enterprises regarding removing and trimming trees.  Motioned by Allgayer, 2nd by Clements to approve the estimated cost of $615.00 for tree removal and trimming. RCV: Aye: All, Nay: None. Absent: None.  
Library:  No Action Taken.
Water: No Action Taken.
Sewer: Blunt reported taking down the maple tree on 1st and E Street would help control roots in the sewer lines.
Comp & Zoning:  No Action Taken.
Planning Committee:   No Action Taken.
Special Events:  No Action Taken.
Presentation of the Claims:
Claim #1: Payroll for January 3, 2012: $2,185.15, JEO: $1,000.00, Elmwood Public Library: $1,405.07, Ed Blunt: $150.00, OPPD: $3,630.27, Black Hills: $292.42, Quill:$144.48, Tan-Aire: $682.50, CCR: $62.00, Windstream: $152.33, Lee’s Welding: $575.00, Jack Fabion: $1,250.00, Rice Automotive: $27.95, Joni Langfeltd: $100.00.  Claim #2: American Exchange Bank: $5,000.00 Motioned by Allgayer, 2nd by Wilhelm to approve claim #1 as presented and instruct the treasurer to pay the claims.  RCV: Aye: All, Nay: None. Absent: None. Abstain: Clements.  Motioned by Allgayer, 2nd by Ronhovde to approve claim #2 as presented and instruct the treasurer to pay the claim.  RCV: Aye: All, Nay: None. Absent: None.   
Unfinished Business:  No Action Taken.
New Business:  Blunt reported he received a call regarding a dog running at large.  Clements volunteered to gather information regarding animal control. No Action Taken.  Allgayer and vonRentzell cleaned out the back storage area and requested to discard some obsolete equipment.  Motioned by Allgayer, 2nd by Ronhovde to discard thee obsolete equipment.  RCV: Aye: All, Nay: None. Absent: None.
Building Permits:  No Action Taken.
Personnel Issues:  Blunt reported he will be in class at the end of January/early February.  Wilhelm will contact Don Cronk to fill in for snow removal if necessary. Allgayer requested entering executive session at 8:47 p.m. to review Clerk vonRentzell’s job performance, 2nd by Ronhovde.  Motioned by Allgayer, 2nd by Ronhovde to exit executive session and offer vonRentzell $0.50 per hour increase effective 1/1/12 with a potential increase of up to an additional $0.50 per hour effective the first pay period after successful completion of the 2012 clerk school and satisfactory job performance.  RCV: Aye: All, Nay: None. Absent: None.

There being no further business, Chairman Ernst declared the meeting adjourned.
