Village of Elmwood

The Village of Elmwood Board of Trustees met in regular session with Trustees Ronhovde, Clymer, Allgayer and Chairman Ernst presiding. Blunt was absent. All signed the "Notice of Acknowledgement of Meeting".
Chairman Ernst declared the Open Meeting Act Posted. Rick Hawks, Bob West, Liberty Cronk, Don Cronk, Pat Wray, Sharon Zimmerman, Margaret Smith, George Fields, Eugenia Bornemeier and Becky vonRentzell were also in attendance.
Minutes from the meeting on 4/21/11 were presented. Chairman Ernst declared the minutes approved as presented.
Streets: Clymer contacted NDOR regarding the gutter on the corner of 4th and G Streets. NDOR informed Clymer the gutter was the property of the Village. Clymer volunteered to contact Constructors for an estimate to correct the gutter. No further action taken.
Park: Ronhovde reported 90 children participated at the Easter Egg Hunt, and wanted to thank Jacob Blunt for mowing the park. Ronhovde also reported she removed the dirt pile on the northeast side of the parking lot. Don Cronk offered to haul away the dirt at no cost to the Village. Joe Anderson weeded and cleaned out the horseshoe pits.
Library: Allgayer requested to purchase 10 bags of bark and weed and feed. Motioned by Ronhovde, 2nd by Allgayer to pay for the weed and feed and labor, but the library will purchase the bark. RCV: Aye: Ronhovde, Clymer, Allgayer, Ernst. Nay: None. Absent: Blunt.
Water: Bob West requested a contract between the Village and Rural Water stating the Village would pay Rural Water $1,500.00 per month for 3 months. West also reported the fluoride is corroding the equipment and requested to stop adding fluoride to the water. Further discussion tabled until next meeting. West also requested to purchase a new scale for the chlorine. Motioned by Allgayer, 2nd by Ronhovde to allow West to purchase a new scale. RCV: Aye: Clymer, Ronhovde, Allgayer and Ernst. Nay: None. Absent: Blunt. West reported a new pump should be ordered for backup. Motioned by Ronhovde, 2nd by Allgayer to approve ordering a new pump if the water maintenance budget allows. RCV: Aye: Allgayer, Clymer, Ronhovde and Ernst. Nay: None. Absent: Blunt. Margaret Smith addressed the Board of her water/sewer rates. Allgayer volunteered to look at her meter and determine if any repairs were needed.
Sewer: Motioned by Ronhovde, 2nd by Clymer to donate $100.00 to Rural Water in regards to them running a camera down two mains free of charge. RCV: Aye: Clymer, Ronhovde, Allgayer and Ernst. Nay: None. Absent: Blunt.

Unfinished Business: Pat Wray addressed the Board regarding the culvert that lays on Village property at the top of her driveway. She requested the Village pay for half a new culvert, dirt and labor. No Action Taken.
New Business: Clean up day for the residents of Elmwood will be June 18, 2011.
Building Permits: Samantha Jennings requested the approval of a fence permit. Tabled until more information is available. Dean Zimmerman requested a building permit for constructing a new garage. Motioned by Allgayer, 2nd by Ronhovde to approve the permit contingent to the survey. RCV: Aye: All, Nay: None. Absent: Blunt. Don Cronk requested a deck permit on behalf of Melanie Meister. The permit application did not allow for the correct setbacks. Motioned by Allgayer, 2nd by Ronhovde to approve the deck permit. Aye: None, Nay: All. Absent: Blunt.

Correspondence: No Action Taken.
Motioned by Allgayer, 2nd by Ronhovde to enter executive session at 10:00 p.m. to discuss the vacant maintenance position. The Board exited executive session at 11:17 p.m. No Action Taken.
There being no further business, Chairman Ernst declared the meeting adjourned.
